4/9/2011 12:02:31 AM
EARLY TIMES REPORT
JAMMU, Apr 8: The State government decision to issue Dogra certificates to people of Jammu region has snowballed into a major controversy after the separatist leaders especially the hardliner hurriyat Conference chief Syed Ali Shah Geelani and PDP openly opposed it. The decision has also created a vertical division among the people of two regions of the state after Mr Geelani and some PDP leaders challenged the Government decision to grant Dogra certificates to people of Jammu region.
The controversy created by Mr Geelani and PDP leaders has been seriously viewed by BJP and other pro-nationalist forces in Jammu region. Reacting seriously to the happenings the BJP today accused the coalition of creating an unwarranted controversy on the name of dogra certificates . The Party while expressing its displeasure the way the situation is being communalized by the vested elements on the name of dogra certificates has said there was nothing new in issuance of such certificates as they were being issued previously also by the Government to Dogra youth intending to join army or security forces.
The Party while warning the Government of playing in the hands of separatists and anti national elements said it should not allow any body to exploit the people on this issue. The Party made it clear that the issue of Dogra certificate be viewed above religious or caste lines and it is only reinforcement of secular identity based on region and language which was also given precedence in Indian constitution.
Khurshid Ahmed wani a youth leader of Doda while justifying the issuance of Dogra certificates said that it is not known why the Kashmiri leadership are unnecessary raking of controversy over every issue. The people from every community in Jammu region will be benefitted by this decision. The Jammu Muslims with issuance of dogra certificate can get priority in defence services he added while hailing the decision’
Same have been the views of Abdul Rehman Khatana and Shamsher khan from Poonch district. They too hailed the Government decision saying this way the people of Jammu will get priority in their selection in armed and security forces.
The Panthers Party, Shiv Sena, Dogra Liberation Front have already justified the decision and warned the Kashmiri leaders for opposing it. The leaders of these organisations have asked the Kashmiri leadership not to try to vitiate the atmosphere in the state by raking an unnecessary controversy over the issue.
Meanwhile the decision has also added to the worries of State Government after it met stiff opposition from separatist and PDP on the issue. According to sources the State Government wants to play defensive on the issue so that the forces trying to take an undue advantage of it and creating bad breath among the people of two regions.
The sources said that Revenue Minister Raman Bhalla who issued orders for issuance of Dogri certificates for people of Jammu region has been made the main target by the separatists who want the decision be revoked immediately. Perturbed over the controversy created by separatists and PDP the Chief Minister summoned Mr Bhalla to his office chambers yesterday and asked him not to allow any body to exploit the people on the issue.
Mr Bhalla was also deputed to Srinagar by this morning to set the tings right and remove the misconception created among the minds of the people there. Mr Bhalla who was closeted by Chief Minister for about one hour at Civil Secretariat yesterday discussed all the pros and cons of the issue.
Bhalla according to sources has also shown his unwillingness to revoke the decision on the pressure tactics used by Geelani and other separatists.
