Pak's threat perception against India baseless | | | The American President,Barack Obama,has stated, in his report to the Congress, that Pakistan has not been in a position to launch effective operations against the terrorists in Afghanistan and in areas on the Pak-Afghan border.And Obama has said that Pakistan has been unable to intensify counter terrorism measures because of its perceived threat perception against India.Pakistan believes that as India continues to dominate its strategic threat perception" large elements of its military will remain committed to maintaining a ratio of Pakistani to Indian forces along the border."Well if these are the findings of the US President neither Washington nor Islamabad can blame India for it.Since the partition of 1947 India has never held a threat to Pakistan.If the two sides have fought four wars all of them were thrust on India.Take the instance of 1947-48 conflict it has its genesis in the attack on Jammu and Kashmir by the Pakistan tribals who were aided by the Pakistani Army.The 1965 war was triggered by infiltration of Pakistani soldiers into Jammu and Kashmir and the one in 1971 had its roots in atrocities committed on people in east Pakistan which now is called Bangladesh.The meories of the 1999 Kargil conflict are still fresh in the mind of people when the Indian troops had no other alternative but to dislodge the enemy forces that had occupied Indian posts and positions in Kargil which had been left unmanned. Where does the question of threat perception arise ?If Islamabad has been able to convince Obama about it one may say that Pakistan has been successful in convincing the American authorities about its threat perception against India. For the sake of argument let us say if Pakistan perceives threat perception against India is it of a recent development ?If it is not a recent development how could the Pakistani Army carry out sustained operations against the terrorists in the Swat valley and other tribal belts? In these operations large groups of terrorists were killed with the result Islamabad itself claimed to have sanitised these areas against terrorists.If the threat perception against India is of the recent origin it is for Asif Ali Zardari and Barack Obama to explain why and how of it.No major development within India and on its borders with Pakistan has taken place in recent weeks and months which could pose a major threat to Pakistan.In fact since 2003 Pakistani guns have fallen silent on the LOC and on the International Border in Jammu.Even if the trigger crazy Pakistani soldiers have resorted to firing these incidents have been rare and brief.Atleast,during the last over one year the level of infiltration of Pakistan trained militants into Jammu and Kashmir has declined which does not warrant deployment of additional troops on the border. Over the years Islamabad has remained engaged in raising alarms over imaginary threats from India.This has been done to secure additional military aid from Washington.And it will continue to do so to keep the channels of military and financial aid open.It is unimaginable on the part of Washington to believe that Pakistani troops could not intensify operations against terrorists because of the threat perception against India and on account of floods that hit Pakistan last year forcing a sizeable section of the military to remain engaged in rescue and relief measurees.If the Army remained engaged in rescue and rehabilitation measures this engagement was for a couple of months.What after the rescue operations were over ?Obama should have bothered to know it.He needs to know that increase in terror strikes on religious places,against political and religious leaders and vital government,including police installations have actually been the reason for Pakistan's go slow strategy in anti-terrorist operations.The establishmeent in Islamabad and in other provinces are under the shadow of threat from the Talibans and the Al Qaeda.A stage has reached when the top Army functionaries and those manning the ISI have opposed any move to resume operations against the Talibans and the Al Qaeda.These senior Army functionaries do not want,rather are not prepared to open another front against the terrorists.
