The dharna which was converted into a massive public rally was held under the leadership of veteran leader and former Minister Thakur Randhir Singh of NCP chief J&K state who, made a fervor appeal to all right thinking people, intellectuals , ,exservicemen and particularly the youth of the state to rise to the occasion and lend whole hearted support to the great crusader Anna Hazare against corruption.
Singh said Jan Lokpal Bill in Jammu & Kashmir needs to be passed with a considerations that Lokpal will have power to intiate suo moto action or receive complaints of corruption from the general public, it will be much more than an Advisory and it should be granted powers to initiate prosecution against anyone found guilty.
He said that Lokpal will have police powers and it will be able to register FIRs. Lokpal and anti corruption wing of CBI will be one independent body, the punishment should be minimum 5 years and maximum upto life imprisonment and Lokpal will not be a monopoly for particular area.
Singh further said that from the perspective of J&K , lending support to Anna Hazare who is the great crusader against corruption after Gandhiji and was fighting for Lok Pal Bill which was pending for the last 41 years and could not be passed during the Prime Minster ship of Indira Gandhi , Morarji Desai , Rajiv Gandhi, I K Gujral , Narsimha Rao, Atal Behari Vajpayee and Manmohan Singh
Singh said that in this backdrop, all have to join hands and create pressure on the state Govt to initiate action for enactment of Lok Pal Bill through the process of public debate, discussions and by involving civil society.
This is the cause for which all shall have to work on the lines indicated and orchestrated by Anna hazare. Our experience shows that state always suffers because of inactiveness of the Govt to extend benefits. The case of application of RTI act is an example. We have got the Chief Commissioner after six years and even the commissioners have not been positioned people could not take benefit of the act . Singh said even in case of Panchayati Raj Act though the state was much ahead of the country in passing a revolutionary act of the time , but then it lagged behind by not extending the 73rd and 74th amendment .
Besides senior NCP leaders other who participated in the dharna were social activists , intellectuals ,academicians ,farmers, Trade unionist, Ex servicemen, Labour leaders , retired civil and police persons and youth leaders .
