Dogra Certificate Ordinance receives passionate response in Jammu

Jammu, Apr 9: The Dogra certificate issue that has of late generated a ripple besides a larger interest among the people of the region is being believed to give more space to the people of Dogra origin who have been denied access into the army due to their non-compliance of height as required in it.
The ordinance of Dogra Certificate promoted by the Revenue Minister Raman Bhalla has invited great appreciation from all castes and creeds, particularly of the peripheral Jammu that has been ignored on all fronts and now with this edict coming into force, the people of Jammu region have started feeling to have inculcated a sense of belongingness into them for being the representative of the state as Dogras.
Though much of the criticism came from valley on the subject terming it as a tool dividing the state, yet the minister as well as the general public opinion on it is that Dogra certificate is more towards uniting the people and providing them a means in the Jammu province to get the benefit of height in the army.
The government had also clarified that issuance of Dogra certificate wasn't any violation of the constitution, and asserted that the order won't be revoked.
Revenue Minister Raman Bhalla had even said that if Kashmiris want Kashmiri certificate, people of Rajouri and Poonch demand Rajput certificate and Ladakhis demand Ladakhi certificate, we would provide it to them also. Let them come forward and we will consider their case as well.
The minister had said that said that Dogra certificate has been issued to make the entry of Dogras easy in the Central armed forces. "It hasn't been issued to Hindus only, but to Muslims, Sikhs and people of other religions also."
Where the state has just got some relaxation from the last year's Kashmir's unrest, again in view of the criticism over the Dogra certificate Bill may give space to another summer unrest.
Where the separatists are pitching that this bill is totally in favour of the Hindus and would benefit only the Hindu community, there only various other political parties are echoing equivocally that this bill has nothing to do with communalism as this Bill has nothing to do with communalism.
" This Bill has nothing to do with the communalism. Issuance of the Dogra certificate to the dogras inhabiting in the Jammu province however will help the otherwise marginalized populace of the Jammu region, the Dogras then it doesn't make difference whether a person is Hindu, Muslim, Sikh or he belongs to any other religion. This is just for the sake of differentiating people on linguistic basis, which otherwise has remained the trend when the states were re-constituted after Independence", says Dr Jitendra Singh, BJP Chief Spokesperson & National Executive Member.
"This bill was never aimed at communal barriers , however this decision will help greatly the Dogras of the Jammu to further uphold, safeguard and reinforce the geographical identity of the province as well
" We can say it is unnecessary politics over this issue. There is need to view this Bill above all the religious and caste basis. This Bill is aimed at strengthening the secular identity based on region and language, "adds Dr Singh
Harsh Dev Singh, JKNPP leader also shares the same opinion.
He says, " This Bill has nothing to do with communalism. This bill is aimed at providing` some concession in recruitment to the Dogras. Army has been already giving this concession for several decades. Dogras are known for their valor. They are short in height, but because of their bravery they are already enjoying this concession in Army.. This practice is in vogue for last several years, but at times the people were confronting problems in getting thee certificates, so this demand has been put forth"
" Any person who is Dogra speaking and is of Jammu region can avail this certificate", he adds.
