| Earlier it was only against politicians. But now it is equally against the BUREAUCRATS. Anna Hazare too has said that after 1947 Gora Chala Geyaa aur Kaala aa geyaa”. By saying so Anna Hazare has tried to send a message to the voter citizen of India that the true independence is yet to be obtained. Hazarae Jee has informed the Indian people from Jantar Mantar that on 26 Jan 1950 a common man of India became the ruler and had sent the political leaders / bureaucrats to serve for managing the affairs. But today the same “ servant “ has become the ruler and need be stripped off the authority that “HE” has assumed to himself in nearly absolute terms. I agree with him, but the voter citizen also has the authority to call back the “ servant” . No doubt the Voter citizen accepts that the “ corrupt’ is ruling the roost but does not exercise the authority to call back the Political leaders, The leaders who are being accused of mis conduct would simply argue that they too are the voice of the people who voted for them. So, the mission “2011” to free India of the CORRUPT shall have to be carried deep into the Indian masses.. It may not settle like a momentary “ BOIL”. For this the other thing that is must is ‘ conditioning’ the Indian youth for religiously owning Gandhi’s mantra of SIMPLE living . Anna has taken “Mission Difficult”, have patience , it would succeed.. So , first need has arisen for reaching the Indian living in the rural, backward and sub urban areas. Unless the message as per the intentions enshrined in Indian Constitution t even the son or daughter of a “ mother “ who may be breaking stones on the road side could hold the reins of governance at Delhi reaches RURAL India the doctrine of “ a government by the people, of the people , for the people” would be meaning less.. M. K.Gandhi had told the Indian leaders after his return from South Africa that only the rural India could make the British to free India and not a few lawyers or public men conferencing in CITIES. It is Gandhi’s this mantra that the social activists concerned for the onslaughts on the economy and exchequer of India must hold fast and reach real India where over 1000 million poor innocent Indians live to tell them about their strengths and rights. Urban conferences and workshops shall not deliver the ultimate . The CIVIL servant this day has become very strong, does not perform even normal day to day duty on his own and so far has managed to even get his SELF excluded even from the half done draft exercises on the institutions like LOK PAL / LOK AYUKTA etc. The questions raised by Anna Hazarae on the drafts under consideration do have merits.. But unless we strengthen the “RESPECT” for truthfulness in the masses , from where shall we get the people to manage our vigilance institutions truthfully would remain a big question? ’Freedom from the British rule was granted to the Indian people in 1947. But the norms and manner in which the Indians had to govern their own self and manage their affairs were laid down in black and white on 26th January 1950. The independence was introduced to the common man as Democracy . It might have sounded very nice to some but there was a large mass of Indians who did not even understand the meaning of “ of the people, by the people and for the people”. The material face of India might have changed significantly after 1947. We may see many cars and automobiles in the far flung villages. But , the disparity level too has grown unreasonably in 2011. May be in 1947 even a head clerk of a government department could not afford to easily buy an ordinary radio but in 2011 we may see some urban slums with atleast a small TV set installed by a labourer for his children . Very very few parents would buy a tri cycle for their kid in 1960s but these days we can find the cycle stores for kids doing tremendous business. In those days very very selective shops sold Eggs / packed butter but such items are available in 2011 in sufficient quantity any time and any where. But at the same time the social concepts / responses too have taken a new face lift. In rural / suburb India people worship the politicians and treat them more than they treated a King in 1947. Many people are still so helpless that they feel obliged for just Rs.100 a day work once in three days (MNREGA). In Independent India the executive systems and procedures that were immediately adopted or put in practice were in general on similar lines as were there in the British Times ( before 1947 ). It were the same civil servants who held the reins of / executive governance in their hands who were earlier holding the same during British rule , (ii) the bureaucracy carried the styles of British times , (iii ) the common Indian ( poor Indian ) was lost in the NASHA of independence and believed his leaders would truthfully handle the socio economic affairs and security. ( iv ) common Indian hoped sure safety of property and security. The common poor Indian living in villages and forming more than 70 % of the farming community rested his full faith the political leaders. But in return the political leadership did not deliver truthfully. The bureaucrats carried all the authorities that a government servant held in British times but did not shoulder the trust and responsibilities as put by the Indian democratic system on them. Microscopic exceptions may be there. The rural India is so poor economically and administratively that the people still took the MLA / MP/ Ministers as no less than a Monarch. Civil servants are seen as the LOT ( lord) Sahib of the “ RAJ”. The civil servants in Independent India do not delivery services but in British times the Lord Sahib cared for common citizen is what the elders still quote. No doubt India did see a material development in almost all the field, including corruption on the state exchequer / resources / authorities. The national resources were exploited more and more, common Indian rendered services on the foreign soils. The Indian wealth grew and so grew the social contributions by the people of India towards the STATE EXCHEQUER. The POLITICAL Leaders who held the reigns in legislature and the government servants who had to manage the state exchequer / resources did not care for the money use efficiency and quality of service delivery system. To make good the loss in quality and efficiency of government programmes the people were repeatedly loaded with taxes and duties. The poor were befooled in the name of subsidies. Subsidy assistances were undone by the additional taxes. No doubt a part of population that had better economic level, better education and better nearness to knowledge and information could still survive the onslaughts and could make use / share the expenditure made in the towns and cities. Though with difficulties, they could any how still afford and manage to buy utilities and services for them. The segment of Indian population that crowds the urban roads, offices, markets , corporate sector health and education institutions forms hardly 20 to 25% Indian people. But number wise it is as huge as total population of USA / more than the total population of Pakistan / Bangla Desh / Sri Lanka .Australia and. Canada put together. It is this face of India that the political leaders of India present when they talk of their performance. It is only this segment that is exposed to stories on betrayal of nation on corruption and alleged scams like 2G Spectrum, Adarsh Housing Society, Bofors , flow of Indian money to foreign banks, sale of MPs / MLAs at the time of “a confidence vote” . Where as the 900 to 1000 million Indian people still run after the local politicians / government machinery for employment for just Rs. 100 under MNREGA. It is the rural / distant/ poor lot that is not that affected by the media or urban discussions / protests against corruption as large as INR 1,72000 Cr. So, the politicians and government servants do not see much danger in any allegations of corrupt and criminal acts since the poor / backward over stressed with earning even two square meals remain influenced with local leaders of one or the other political party The technicalities of the economic indicators and accusation on some leaders / government servants for having corrupted Crs of rupees ( now not even thousands but Lakh of Crs) are beyond the comprehension of nearly 80 % of the Indian voter. So, the general base of the political parties in their areas of influence is rarely shaken More so these days all programmes regarding discussions / debates / protests on economic, national and communal issues are limited by the political parties / the literate class to only urban areas . No doubt such efforts have been able to create 3 to 4 % vote swings ( but more only amongst the urban / middle class ) in recent elections bringing one political alliance in power and routing the other. Modern India had constitutionally disowned the “caste system” that was allegedly carried by HINDU of India. But same India appears to have re owned a new CASTE SYSTEM believing firmly that there is a Super Caste that has emerged to rule the PEOPLE. This SUPER CLASS has to be stripped off of its self assumed RIGHTS of inheriting the leadership of parent political party by the new born.
