Guv for greater answerability, transparency in civil services | | | EARLY TIMES REPORT JAMMU, APRIL 10 – The Governor, N. N. Vohra, has stressed the crucial importance of strict discipline, greater accountability, transparency, adherence to ethical values and devotion to duty among all public services to meet the people’s expectations and contribute to nation building. The Governor, as Chief Guest, was addressing a Seminar on “Corrosion of the Steel Frame: Implication on Good Governance”, organized by the Indian Institute of Public Administration (IIPA), J&K Regional Branch, here last evening. The Governor observed that the loss of standing in the past years the civil services have, overall, contributed significantly to meeting the arising challenges across the country and take the nation on the path of growth and development. In this context, he referred to the outstanding work done by the civil servants immediately after Independence to resettle millions of displaced persons, restore law and order, establish and run thousands of ration depots and, side by side, lay the foundations of future growth under the visionary leadership of the first Prime Minister, Pt. Jawaharlal Nehru. Referring to the evolution of a federal polity, growth of regionalism, the break up of a single party system and the virtual birth of a new State, he asserted that these significant changes led to the politicization of the public services with consequential loss of discipline and accountability. The blurring of the demarcation of the policy making responsibility and the implementation role of the appointed executive or the public services contributed to the breakdown of the structural organization of the administrative apparatus, with overall loss to governance in the State, later, even at the Centre. Serious gaps and failings in the honest and efficient delivery of public services, prolonged delays, corruption, insensitivity and un-accountability have eroded the foundations of good governance and resulted in the people at large losing trust in the governments of the day and consequent frustration and anger. The Governor, while dwelling on the important achievements of the civil services over the years, stressed that strict adherence to the Constitution and Rule of Law and prompt and severe punishments to those who go wrong are imperative to maintaining accountability. He added that the IT revolution, functioning of the Right to Information Act, the phenomenon of PILs and overall expansion of awareness among the masses have contributed to rapid societal change and the emergence of a new environment which is unwilling to any longer condone the failings of governance. In this scenario, the political executive and the public services have been left with no choice except to most speedily improve the quality of governance, eradicating corruption and inefficiency. He cautioned that the people at large, all over the country, were no longer inclined to accept inefficiency, delay and corruption in the administrative system.
