Gupta skeptical over extension of Lok Pal in J&K | | | EARLY TIMES REPORT Jammu, Apr 10: Welcoming the move for creation of the institution of Lokpal which can put some brakes on the spread of various types of corruption at high places, the leader of the BJP Legislators Party, Prof. Chaman Lal Gupta said that it is a moot point whether the jurisdiction of the proposed legislation would be applicable in J&K also because this State is having a separate status under Article-370 by virtue of which no law passed by the Parliament can be applicable here without the approval of the local Govt. In a statement, Prof. Gupta said here to-day that it is heartening that many people in J&K too desire that effective steps should be there to eradicate the menace of malpractices including the corruption. This is evident that several groups joined the cry for creation of the institution of Lokpal. The Chief Minister of the Omar Abdullah also talked for having the Lokpal Bill but it is a question whether his Govt. would permit the extension of the proposed legislation to this state also where there appears greater need of it than elsewhere. But it is a million dollar question whether the coalition of the State especially his party, the National Conference, would permit to do so, he added and pointed out that several central laws including the 73rd and 74th Amendments of the Indian Constitution providing for empowerment of the basic democracies, are being denied on the plea of protecting the special status of J&K. The BJP leader said that many problems in J&K are the outcome of the so-called special status of J&K and it is the time that ruling coterie should make it clear that would they be prepared to get the extension of the Lokpal institution to this State also or would opt for parroting their outlook of Autonomy and Article-370 to continue with their despotic and to totalitarian ways.
