Cabinet to discuss Dogra Certificate issue | Playing With Fire | | MINCING NO WORDS NEHA EARLY TIMES REPORT JAMMU, Apr 10: The other day, PHE Minister Taj Mhi-ud-Din, in the presence of Revenue Minister Raman Bhalla and his Minister of State Nasir Aslam Wani, told media persons in Srinagar that “I assure you that this issue (Dogra certificate issue) will be discussed threadbare in the cabinet.” His announcement has created serious doubts about the government intentions among the Dogras of Jammu province. This, notwithstanding his announcement in the press conference that “there is a provision in the recruitment rules for paramilitary forces where Dogras, Marathas and Kashmiris get relaxation in height and chest width. These certificates can be issued to anyone who falls under these categories.” Where was the need for him and other ministers to meet the press in Srinagar and discuss the issue of Dogra certificate with the Kashmiri reporters? Was it calculated to appease and please Syed Ali Shah Geelani and Mirwaiz Umar Farooq who have unleashed a no-holds-barred propaganda blitz against the government and the Dogras of Jammu and are making mountains out of the molehills? What was the motive behind this extraordinary exercise? That the three ministers would go to Srinagar just to hold a press conference there and rake up the already settled issue during the controversial press conference does create serious doubts among the Dogras about the real intentions of the government. There was no need whatever for what they did and said. This is not the way to keep the state intact. Now that the PHE Minister and his colleagues have made it public that the whole issue concerning Dogra certificate will be discussed by the Cabinet, it is time for the Jammu-based ministers to sit down and work out a strategy that defeats the evil designs of the anti-Dogra forces, wherever they are. Such an exercise on their part has become absolutely imperative considering the fact that the Dogras of Jammu province, Hindus, Muslims and Sikhs included, would under no situation allow anyone to tinker with the government order under which they have been empowered to obtain Dogra certificates. The Dogras have the right to obtain such certificates and Revenue Minister Raman Bhalla has only done what he was required to do. He has not done anything wrong. He has simply revived the age-old system that had been discontinued by certain vested interests in the government years ago. The State Government must not forget that any move on its part to tinker with or dilute the order already issued would be only to put the Dogras on the warpath. The Dogras are Dogras and this fact has to be recognized and appreciated. The ball is in the court of the government and it is for it to decide what it wants. But one thing is more than clear and that is this that the Dogras would certainly rise in revolt in case the State Government decides to withdraw or modify the order. It can do at its own peril.
