Give height relaxation to all citizens of J&K | | | There is a procedure under which height relaxation is given to the able bodied youth belonging to various ethnic groups inclding the Dogras,Marathas,Kumonis,Gorkhas in the CRPF,BSF,CISF,SSB,Assam Rifles.This concession has been there for several decades.In fact Dogra youths have managed to secure this concession in the central par amilitary forces on the basis of the Dogra certificates they secured from the concerned authorities.However,reports had reached the state Government that the certificate issuing authorities used to tease the seekers and in various cases the certificates were issued only after they were paid hefty sums of money. When this report reached the Minister for Revenue and Relief, Raman Bhalla,he acted fast simply as part of his drive against corrupt practices. He did make it public that henceforth those belonging to the region of Jammu would be given Dogra certificates. This very announcement created misgivings in several religious groups in the state, besides the valley of Kashmir. People in the Kashmir valley thought that those who could secure Dogra certificates could secure jobs in both state and central Government departments. They were under the impression that a lion's share of Government jobs would be bagged by the Dogras on the basis of concessions and reservations. These misgivings were unfounded because any Dogra possessing a Dogra certificate could get only relaxation in height in recruitment in the CRPF, BSF, SSB, CISF,Assam Rifles. If one goes deep into the genesis of this order providing for height relaxation to those belonging to the ethnic groups of Dogras,Marathas,Gorkhas,Kumonis one will find that this concession was given to enable the youth, belonging to these ethnic groups, who have been found to be good warriors and disciplined fighters,to find recruitment in the central paramilitary forces. It is a known fact that people belonging to these ethnic groups are usually short sized and if height relaxation is not given one may not find even a single Gorkha or a Kumani or a Marahatha or a Dogra in the central paramilitary forces. We have the Gorkha,Maratha and Dogra regiments in the Army and it has been possible to name it like that when the short sized boys belonging to these ethnic groups could get recruited in the central paramilitary forces because of height relaxation. This relaxation is hardly required for boys belonging to Punjab,Haryana and to other ethnic groups where not many are short sized. If one is against grant of relaxation to some ethnic groups in recruitment in paramilitary forces one should take out one's sword out of the sheath to fight against reservation on the basis of caste and community. You have on one side reservation for the scheduled castes on the other it is for those belonging to the scheduled Tribes.And some more ethnic groups are seeking reservations and concessions. Among them are the Jats who have been on warpath for the last several months.When the system of reservation was introduced in India it was meant to help the weaker section of people to achieve aggrandizement with those belonging to the affluent class. Even after people belonging to the Scheduled Castes have prospered whatever concessions they enjoy are being utilised by the creamy layer in the community. Hence it calls for a general review. If the state Government plans to write to the Union Home Ministry that height relaxation and other concession available for people of some ethnic groups, including Dogras in the recruitment in central paramilitary forces be made available to all the communities in Jammu and Kashmir it is welcome step.If the Union Home Ministry concedes this demand it will free the state of regional and ethnic tensions and conflict. It will be better for the cabinet to wait for the reaction from the Union Home Ministry than making an attempt at dropping the order which has the potential of destabilizing peace in the region of Jammu (eom)
