Need to Constitute High Power Commission to assess losses & neglect suffered by the people in the militancy affected and disturbed areas of Jammu Division | | Daya Sagar | 4/13/2011 9:28:52 PM |
| It can not be denied that in Jammu Region along with physical /bodily damages the militancy has inflicted severe damages that made people to lose their source of livelihood , change of occupation , lose employment and children / youth falling back in education. Majority of the people being economically poor depended upon government schools and hospitals for education and health. The hospitals / dispensaries and schools located in remote areas have remained without staff and in uncertain environment. Even small shop-keepers and agriculturists have badly suffered. But since there was no compassionate response from the welfare and relief organizations of the government most of the suffering people had not option than to stay back , even “as is where is basis” For Kashmiri migrants Providing pucca multi story buildings outside Kashmir valley has already sent enough adverse message to the world community about the status of Delhi as regards J&K. It is now over 20 years . Kashmir Migrants have not been able to return. So there lies no logic to make the poor distant people of Jammu region to sacrifice their life, property and future simply with the logic that eviction from militancy infested areas / migration would help the “ enemy desires “. No doubt any Government (i) must possibly rehabilitate victims or the “displaced”/ migrated person in the original position , (ii) ensure routine day to day activities , (iii) or provide adequate / honourable relief at a place as near as possible to their original village / town / settlement. But unless physical / social security is ensured any incentive of cash / employment would not do for people who have to remain exposed during their day to day activities to the violent / unfavourable environment around. No “many” incentives in the shape of loan / interest subsidies, rehabilitation grants , secured colonies, preferred employment like as have been offered to Kashmiri Hindu migrants over last 10 years would make voluntary return possible. Since the assurances given by GOI / State Government could not win the faith of Kashmiri Pundits ,worth restoration of socio political freedom in Kashmir valley, the packages have not paid dividends. Rather the credibility of GOI has been affected after failure of programmes and schemes. The people of Jammu region being economically , socially, educationally and, administratively backward have remained very less exposed to out side world. So, the affect of militancy has been more severe and pressing particularly for the people of distant areas of Doda, Poonch, Udhampur, Rajouri , Ramban, Marwah, Bani and the like. These People had no alternatives for making their livelihood at other places with in Jammu Region or in other Indian cities. Had due timely attention been paid to the economic backwardness the people there , the isolation and remote communication facilities would not have made the people handicapped and the terrorists / anti India / anti people forces would not have found it that easy to survive in these areas. No doubt Jammu region had vast potential for development in the fields of Tourism, Horticulture, Floriculture, Animal Husbandry, Dairy farming, Forest and agro-based industries .But has remained neglected even after 1947. This has resulted in continued backwardness of the large area of Jammu region, even as large as whole Kashmir valley. So, some special economic package will also have to be additionally considered to compensate for the economic and developmental loss these people have suffered due to no adequate timely relief and their even fighting at their own level with the militants in their villages directly or as member of VDCs or SPOs. Some locals forced by local economic needs and others by their concern for their own community had / have joined Village Defence Committees (VDC) in the militancy infested areas of Jammu region although very meagre monthly allowance is paid to them. As per some unofficial figures nearly 130 of VDC members & 500 SPOs ( subject to correction) have died . Constitution of a high power Commission is required to (i) assess the losses and neglect suffered by people of Kishtwar, Doda, Ramban, Reasi, Kathua, Rajouri , Udhampur, and Poonch districts due militant activities, (ii) as well as reasons / authorities responsible for neglect of the suffering people / not providing relief to migrants by the Government . .. Registration of all the migrated families of Jammu Region be completed by relief commission in not more than 60 days and the compensatory relief need be given. But in the mean time (i ) the Jammu migrants / militancy affected people be registered by existing Relief Commissioner Migrants J&K or even a separate Relief Commissioner , (ii) exercise must be completed in 60 days max , ( iii) relief atleast equal to Kashmir migrants be given immediately, ( iv) people should be also compensated for the delayed attention by government for twenty years, ( v) immediate pending compensation be disbursed to the families of those who were killed in incidents of terrorism, (vi) new settlements for terrorism affected people should also be planned ( in some cases ) in their own areas providing full security, amenities and sources of livelihood , ( vii) a special relief compensation to their wards could be provided in the educational institutions, especially in professional colleges even with in the J&K State to compensate the neglect done so far. No doubt after proper registration they shall also be able to get the benefits in education / employment already kept for militancy affected people of J&K / migrants of J&K outside J&K like Kashmiri migrants , ( viii) the SPOs belonging to local areas should be regularised as government servants since they have already played an important role in fighting terrorism in lieu of very small monthly wages.,( ix) those who are have / are risking their lives as VDC members should be paid honourarium equal to wages of a police constable since they have relieved the police men from taking direct confrontation with militants and (x) no doubt any difficulties and confusions in implementation of SRO 43, SRO-283 of 1991, amendments made in SRO-43 in 1994 , amendment made vide Govt. Order no:-GAD-893 on 04-07-2008, letter GAD(mtg) dated 27-01-2009 and the like too need be set aside.
