| Haji suggests tribal commission | | | Jammu, Nov 16 Minister for Social Welfare Haji Nissar Ali today suggested for establishment of residential schools exclusively for the wards of nomadic and semi-nomadic tribals of Jammu and Kashmir. Exhorting upon the commission the dire need to set up residential educational institutions for the children of these tribals, the Minister impressed upon them to recommend to the centre for creation of the facility and sanctioning of funds at the earliest, as the measure would go a long way in raising the literacy levels among these targeted sections. Haji Ali said that tribals being characterized by weak socio-economic base, low level of literacy rate and dependence on pastoral occupations, the setting up residential schools for their wards becomes all the more necessitated. Detailing the Chairman National Commission for Denotified, Semi-nomadic and Nomadic Tribes Mr. Lakshmi Chand, who called on him this morning, about various initiatives taken by state for their sustainable development and progress, the Minister said that Jammu and Kashmir has taken a lead with establishment of 15 hostels for wards of Gujjars and Bakerwals community. These hostels has an intake capacity of 1375, he said, adding that under the state plan prematric scholarship provision 1.73 lakh Gujjar and Bakerwal students were covered by affording them assistance to the tune of Rs. 389.69 lakh during the last fiscal, while for the current fiscal the targeted amount for outlay disbursement is Rs 405.81 lakh. Constituted to suggest and recommend the measures to ameliorate the conditions of the tribals living in the country, the National Commission for Denotified, Semi-nomadic and Nomadic Tribes is currently on the visit to state to gauge the problems faced by these tribes in Jammu and Kashmir. The Social Welfare Minister also proposed establishment of Milk Processing Plants, one each in Kashmir and Jammu division on the pattern of milk processing units at Union Capital and Chandigarh for the economic upliftment of the Gujjar and Bakerwals. He apprised the Commission that as per 2001 census nomadic and semi-nomadic tribes own over 45 percent of total livestock population of the state. He exemplified that the Chungpa nomadic tribe residing in upper reaches of Ladakh area about 250 kms from Leh is solely engaged in Yak rearing. On the other measures to raise literacy levels of the nomadic and semi-nomadic tribes, Haji Ali informed the Commission that 10 percent reservations has been afforded to the scheduled tribes in professional institutions apart from establishment of special coaching centres for the scheduled castes and tribes, besides reimbursing of examination fee to scheduled castes and scheduled tribes students of the state. Among others, Secretary Social Welfare Mr. Asghar Samoon, Director Social Welfare Mr. Satsih Nehru, Special Secretary Social Welfare Mr. Muzaffar Iqbal, Additional Secretary Dr K.K. Kichloo, Managing Director Women Developmnt Corporation Ms. Nahida Soz and Managing Director SC, ST and OBC Development Corporation were present during the deliberations. |
