In my view, there is nothing wrong in issuance of Dogra certificate. If it is in the benefit of the youth of Jammu province, it should be welcomed by all. There should be same kind of benefit available to the students of Ladakh and Kashmir valley. This certificate should work as a bridge between the three regions and everyone should be treated as equals.
