What is wrong with Dogra Certificate by the way?

Jammu, April 15: Knowledgeable quarters have expressed surprise over `uncalled’ for reaction that the Dogra Certificate issue has evoked. Quoting the Persian verse Paish Az Marg Waviala (To cry before one is actually hurt), these quarters said such attitude can only deepen the wedge between various regions of the state.
Those who raise a hue and cry over the issue do not actually know what it is all about. Everybody is quoting the order issued in February this year. However, nobody is aware of the details. And making it a Jammu v/s Kashmir issue at this sensitive juncture of State’s history cannot be justified by any means.
The Dogra certificate, as rightly pointed out by the revenue Minister, Raman Balla has roots in history. The Dogra kings used to issue it and for the information of one and all, they were more concerned about the State Subject Laws than anybody else in the contemporary era. Maharaja Hari Singh did not even spare Jawahar Lal Nehru. When he violated the State Subject Laws, he was taken into custody though for a brief period.
This historic incident speaks volumes about their intentions to protect and preserve the State Subject Laws. If it was not a problem then, it should not be a matter of concern now.
The Revenue Minister has made clear that the order was not politically motivated. It should not be perceived through a communal prism either. The government intends to issue the certificate to anybody from Jammu irrespective of the faith her professes. The government has even offered to issue similar certificate to Kashmiris if they seek it.
Much damage has already been done to regional harmony during the past three years. Further trouble shall take this great state to the verge of disintegration. And that is exactly what the unscrupulous elements want.
