Govt may send Dogra certificate issue to Union Home Ministry | | | EARLY TIMES REPORT JAMMU, April 16: The Dogra certificate issue, which has generated unnecessary controversy, is to be referred to the Union Home Ministry for issuing a clarification on the matter so that there was no room for misgivings. Official sources said that when the matter comes up for discussion in the cabinet the state will place the ball in the court of the Union Home Ministry which has given a raw deal to the Jammuites in the past. Explaining it the Minister for Revenue and Relief, Raman Bhalla, said that separatists in the Kashmir valley were simply crying wolf over the issue simply to sow seeds of regional tension. He said years ago the Union Home Ministry has brought people in Kashmir and Ladakh under the height relaxation in central paramilitary forces. Bhalla said that when those in Kashmir and in Ladakh enjoyed this concession none from the Jammu region questioned it or raised any hue and cry against it. He said if Dogra too were given this relaxation there should be no cause for any uproar in the valley. Minister wanted the separatists to understand the issue and not mislead innocent people in the valley. He said the height relaxation was meant only in case of jobs in the paramilitary forces. Bhalla said it was because of this relaxation that the otherwise short-sized Ladakhis coget recruited in the Ladakh Scouts. He said issuance of Dogra certificates had been regulated and it was not a new decision. The Government simply wanted to end the corrupt practices being committed by the issuing authorities. Bhalla expressd deep surprise over the way even the highly learned people in Kashmir had mistaken the issuance of Dogra certificate as a passport for gaining jobs in all the central Government departments. He said the height relaxation was only meant for those able bodied and deserving candidates who were fit to join the paramilitary forces. He said that since the separatists' campaign has assumed regional overtones " we do not want to create a situation which could incite the Jammuites to repeat 2008 incidents when normal life in the entire region remained paralysed while protesting over the lad row" the Government will send the case to the union Home Ministry for issuing clarification.
