EARLY TIMES REPORT JAMMU, Apr 16: Special judge anti-corruption, A K Koul today framed corruption charges against Balbir Singh, patwari halqa Dabbar, Nowshera in Rajouri, who was caught red-handed by state vigilance organisation (SVO) on May 6 last year while demanding and accepting a bribe of Rs 7,000 from the complainant. According to the complaint of Ashok Kumar, the patwari had demanded a bribe of Rs 10,000 from him for the issuance of demarcation papers in his favour. Acting on his complaint, a SVO team arrested him red handed while demanding and accepting Rs 7,000 as bribe. The complainant had paid Rs 3,000 as advance to the patwari. After completion of investigation in the case, SVO presented challan on March 7, 2011, in the court of special judge anti-corruption, Jammu, who today framed charges against the accused under section 5(2) of P C Act read with section 161 of RPC.
