Chief Minister needs to handle the delicate situation deftly | Dogra Certificate Issue | | EARLY TIMES REPORT Neha JAMMU, Apr 16: Reflecting on the controversy over the Dogra certificate issue on Friday, Chief Minister Omar Abdullah said that the issue would be taken up with the Union Government. "The basic purpose of the certificate was to facilitate entry of Dogri- knowing people of the State in armed forces. There are some people who have blown this issue out of proportions," he said, and added that "Kashmir and Ladakh divisions have been defined geographically, while as Jammu division has been defined with respect to ethnicity. We will talk to the Union Government over this issue but let me tell you all this was done to facilitate entry of Dogras in Army." What he said conveyed two messages. One, there was nothing wrong with the order concerning the issuance of Dogra certificates to the Dogras of Jammu province desirous of joining the army and central paramilitary forces and the certain vested interests have blown this non-issue out of proportions. All sane persons who wish peace and tranquility in the state would at once share the Chief Minister's candid and unambiguous views on the issue, which the Kashmiri separatists and communalists have been exploiting to the hilt to create unrest in the Valley and further embitter the already rather bitter relations between them and the Dogras of Jammu province. Two, the Chief Minister would want the whole issue to be reopened by the Union Home Ministry. It is this that raises serious doubts about his intentions towards the otherwise very sensitive issue, which, if mishandled, could snowball into a major, major crisis, with the Dogras creating in the state the 2008-like situation - situation that had alarmed and unnerved even the "mainstream" Kashmiri leaders to the extent that they had not dared to enter Jammu for months and months together. They were so mortally afraid of the Jammu Dogras. The statesmanship demands a very positive response from the Chief Minister and nothing would be more appropriate than that he should ask the revenue authorities to implement the March 25, 2011 order in letter and spirit so that the Dogras, including Hindus, Muslims and Sikhs, are able to obtained what they legitimately deserve and the controversy is resolved. For, there is nothing in the order that could be taken up with the Union Government. The order is simple and it doesn't give any concession to the Dogras at the cost of the Kashmiri Muslims. One can only hope and pray that he would see to it that none tinkers with the order in any manner whatsoever. Positive response on his part would surely go a long way in harmonizing to an extent the inter-regional relations. |
