J&K reluctant to reform PSC, pushes ARC recommendations under carpet | | | Syed Junaid Hashmi JAMMU, Apr 17: Jammu and Kashmir government is seemingly reluctant to answer umbrage of questions being raised over functioning of Jammu and Kashmir Public Service Commission (JKPSC). It is this foot-dragging which is preventing Chief Minister Omar Abdullah from accepting recommendations of 15th report on ‘State and District Administration’ of 2nd administrative reforms commission which have already been referred to state government by Department of Administrative Reforms and Public Grievances (DARPG) for immediate necessary action. Commission has in its recommendations has suggested several corrective measures for increasing transparency and accountability in PSC. Habitual of denying almost every other official communication, Babus in civil secretariat said “We do not have any such information.” However, an official note which is in the possession of Early Times reveals that Department of Administrative Reforms and Public Grievances has asked the state government to take steps to ensure that persons of high standing, intellectual ability and reputation are selected as chairman as well as members of the Public Service Commission. Further, government has been asked to impose limit on the strength of its membership alongside evolving consensus on the issues of appointment of chairman and members. The department which is directly under the control of Prime Minister Dr. Manmohan Singh has accepted recommendation of the commission in which it has clearly spelt out the relationship which the public service commission should have with junior recruiting bodies. The recommendation has been accepted by union government and forwarded to all the states including Jammu and Kashmir. According to the accepted recommendation which Jammu and Kashmir has been asked to implement is that Public Service Commission should handle only recruitment of candidates for higher level posts under the state government (Class I and Class II positions of various state cadres), advise government on senior level promotions through the DPC and carry on recruitment and promotions to teaching posts in government Colleges and fully funded units of the Universities. With regard to the appointment of junior level functionaries of the state government, commission has said that role of the public service commission should be to lay down broad norms and standards which the recruiting organisations concerned such as the Subordinate Service Commission and District Recruitment Boards should follow in their working. It has asked the Jammu and Kashmir government to ensure that public service commission acts as a watch dog. Further, the government has been asked to draft Civil Services Performance Standard and Accountability Bill which would include (i) Vision for Civil Services, (ii) Code of Ethics for Civil Servants, (iii) Principles for Civil Services Management, (iv) Framework for Performance Management of civil services, (v) Civil Services Management -Organisation, Structure and Functions and (vi) Implementation mechanism for the Act. State has also been asked to create an organization under the proposed Act which would have an advisory and recommendatory role and which could assist the government by providing advice and expertise in matters of civil services management. Sources said that department has asked the state governments to take appropriate action without any further delay for making the functioning of public service commission transparent and officials working there accountable. But there is nothing to show that government intends to act on these recommendations at the earliest.
