| Whenever & Wherever it smiles TRANSPARENCY is the first token of benefaction, beneficence, benediction, benevolence betterment & of course, honesty . Transparency means fairness, openness, clarity, honesty, frankness & candidness in the discharge of duty or responsibility, deed or assignment, be it in governance, Administration, any office or chamber, organization or any Autonomous Body. In particular in the process of selections or recruitments based on written tests and viva- voce & then for the declaration of the result thereof) transparency of the interviewing body has to play a pivotal role to open out the award of marks of all the candidates of their written test & viva - voce by publishing the same in Newspapers or on internet for the know-how of one & all as to what is what, who is placed where & how; & also to check & curb the growing menace of self interest & selfish motto which swallows the budding careers & makes the public suffer at large by breeding corruption- the most dangerous threat to prosperity & life, even more then that of militancy for which corruption is one of the factors.
When transparency gets eroded or is eclipsed under selfish motto or corrupt practice, the shadow envelopes the most deserving ones who are devoid of any type of patronage. Under such a situation the favourite ones get smiles & the deserving & talented ones get sobs & tears. What a robbery of the human values! This is really a slur on our present day system which contaminates our society.
Well, the long awaited & the most coveted KAS selection list is out now. It has been forwarded to the Govt. The list is framed in preference of merit category wise., But to the utmost shock of one & all in general & to the selected candidates or those dropped, in particular, the commission has thrown to winds all norms of transparency & accountability by not publishing the marks of the written test (mains exam) & that of viva-voce of the candidates, for the information of one & all even after about one year now. This is really something strange, odd & unbecoming to make the system look fishy & manipulated. It is given to understand that individual marks cards for written as well viva have been dispatched to the individual candidates. But by this he/she shall come to know the position of his own award only & nothing about other candidates to assess the comparison of marks particularly in respect of viva-voce awarded to him & those to others who may happen to be in the same range of written-test marks. Also public wants to know the marks of all the selected or dropped candidates in written as well as in viva which is possible through publication in the news papers or on internet so as to be able to assess the yardstick adopted by the interviewing body to allocate viva marks to the different candidates who happen to be almost at the same level of written marks. May be there happen to be a couple of cases, where candidates with high marks in written test wouldn't have done well in viva which is better known to the interviewers or the candidates in question. But if it is seen that in most of the cases students with almost equal marks in written test are well- apart in respect of viva-voce award, this shall undoubtedly go to establish that pick & choose policy has played its part under various pushes & pulls, ifs & buts, stresses & strains, fair & foul, duress & pressure. If that be really so, then it is really suicidal, inhuman; & a stigma on the entire system of selection. It is being learnt that the interviewing body for viva-voce have adopted different parameters for different categories in assigning viva- voce marks. This too, if true, is too much a glaring manifestation of discrimination.
It is also quite painful that only one candidate from among the SC category has found a place in the open merit, despite better performance by over a dozen in written a well as viva expecting for being placed in open merit like that of RBA & ST category students. The SC community has been made to feel the smell of the olden times when they were looked down upon because of caste factor in the society & pulled down every where.
It is quite pertinent to mention here that J&K PSC did display the marks of the candidates in all previous recruitments I selections of various Gazetted cadres like Asst. Surgeons in Health Deptt. or lecturers in the Education Deptt. Soon as the selection list was out to make one & all know who stands where among those selected as per the weightage given by the Examiners or interviewers with reference to the performance of the candidate. Even BOPEE & SSRB do reveal the marks of the candidates as & when the' result is out. This is what advocates the actual procedure of a selection process for recruitment based on transparency.
One really fails to understand why the Autonomous Body, the J&K PSC, has this time adopted a different, an unbecoming & unwarranted trend & attitude under a clandestine policy with regard to the competitive Exam. i.e. KAS by not publishing the marks both for written test as well as viva - voce of all the candidates. This does create a sense of doubt of something unfair somewhere. It speaks of some underneath and deliberate move to pull down the deserving talented candidates to be replaced by those lacking actual talent but full of influence & money power or political patronage to turn the tables upside down in the process of allotment of marks in viva-voce. If an autonomous body also succumbs to pressure for self interest the entire society & people shall lose their faith altogether in any system of Exam, test or competition.
Infact, the interviewing panel must be supplied with the coded Roll Nos. of the candidates & not the actual Roll Nos. during viva & the members should be experts other than the PSC members; or the viva test be put on live telecast or be got recorded to shed all doubts & fears.
The public in general & the writer in particular makes an emphatic appeal to PSC authorities to publish the marks of all the candidates in written and viva without any more delay so that the reality comes to the surface to settle the dust to make one & all know what is where, What is foul & What fair.
