Cabinet meet: ‘No movement forward’ in Dogra certificate issue | Reshuffle at top level in Forest Deptt: Tiwari is PCCF | | Early Times Report Jammu, April 20: Even as the Chief Minister led state cabinet took up Dogra certificate issue as vital subject in the agenda, no movement forward was seen not to speak of any further decision in the matter, it now being sub judiced. The cabinet however, did not desist from discussing ‘pros and cons’ as also its political and legal implications, the issue having assumed controversial contours in the wake of opposition to it from certain quarters in Kashmir. The Cabinet also effected reshuffle at the top most hierarchy in Forest Department besides approving creation of posts in SERC and Bagus Development Authority. Dogra certificate issue which has been in the centre stage of controversy in political quarters of the state was taken up for discussion today in the cabinet meeting even as no final decision could be taken despite Congress wanting it to happen in the wake of aspirations of people in Jammu region. Sources said the discussion went ahead smoothly and almost entire cabinet unanimously agreed to wait till courts comes out with its decision, as one PIL has been made by a person from district Budgam. The cabinet members in presence of chief Minister Omar Abdullah discussed what sources referred to as ‘wider ramifications and implications’ of the issue in terms of the nomenclature ‘Dogra’ associated with the certificate on account of which it is drawing opposition. The matter came up for discussion also in the backdrop of Chief Minister’s meeting with UnionHome Minister P Chidambaram regarding the issue and decided to await the ‘response’ of Home Ministry as well.
However, in yet another significant agenda, the cabinet approved transfers and postings at high level in the Forest Department involving orders of six top officials besides confirming the appointment of Chief Engineer PDD. R.D Tiwari has been posted as Principal Chief Conservator of Forest (PCCF). He was earlier holding additional charge as PCCF. P.C Kapoor, who was earlier Chief Wildlife Warden, has posted as Director State Forest Research Institute while A.K Singh PCCF (Central) has transferred and posted as Chief Wildlife Warden. Mohammad Shafiq Khan has been transferred from Regional Director Social Forestry (Kashmir) and posted as Director Social Forestry. M.J Sharma, joint Director Forest Protection Force (FPF) has been posted as Director Soil Conservation. Abhay Kumar, Director Soil Conservation, has been posted as Managing Direction State Forest Corporation. The Cabinet also accorded approval to the creation of 11 posts for Lolab-Bangus-Drangyari Tourism Development Authority. Besides the cabinet also gave approval of some forest land for non forest purpose in terms of its utility for enabling four lane Srinagar Jammu National Highway. The cabinet also gave approval to the decision of adoption of All India Council Technical Education revised pay scale\career advancement rules for J&K college of Engineeringand Technology Jammu. . In another decision, the Cabinet accorded administrative approval to the construction of 1 X50 MVA, 132/33 KV, Grid Station and 1X 6.3 MVA, 33/11 KV receivi8ng station alongwith 132 KV, D/C Transmission line Navbugh tehsil Chadoora in Budgam district. In the routine agenda the cabinet also Okayed creation of six posts for State Electricity Regulatory Commission (SERC). These include 1 post of Librarian in the pay band of Rs 9300-34800 with grade pay of Rs 4200, 4 posts of Junior scale Stenographer in the pay band of Rs9300-34800 with grade pay of Rs 4200 and 1 post of senior Assistant in the pay band of Rs 5200-20200 with grade pay of Rs 2400. The cabinet gave its nod to the forest land for non-forestry purposes. The cabinet also accorded sanction to the placement of two I/C Superintending Engineers (Electric) as I/C Chief Engineers (Electric) in the State Power Development Department with the benefits of the charge allowance as admissible under rules. T. K Koul, I/C Superintending Engineer, S&O Circle-I Jammu and Mohammad Muzaffar Mattu, I/C Superintending Engineer, EM&RE Circle-I Srinagar w.e.f April 30. Consequent upon these promotions, some transfers/adjustments of I/C Chief Engineers have been ordered . Asgar Ali Majaz I/C Chief Engineer, P&MM wing J&K also holding the charge of the post of Development Commissioner, PDD in addition to own duties, is transferred and posted as Secretary (Technical) in the Power Development Department. Manzoor Ahmad Salroo I/C Chief Engineer, EM&RE wing Kashmir is transferred and posted as I/C Chief Engineer, P&MM wing, J&K vice Asgar Ali Majaz. He will hold the charge of the post of Development Commissioner, PDD temporarily in addition to his own duties relieving Asgar Ali Majaz of the additional charge of the post. Ajay Gupta, I/C Chief Engineer, Generation Wing, JKSPDC, Jammu is transferred and posted as I/C Chief Engineer, System and Operation, Jammu relieving Shahnaz Goni, I/C Chief Engineer, Commercial & Survey wing J&K of the additional charge of the post. Mohammad Qasim, I/C Chief Engineer, EM&RE, Jammu is transferred and posted as I/C Chief Engineer, Commercial & Survey, J&K vice Shahnaz Goni. Shahnaz Goni, I/C Chief Engineer, Commercial & Survey J&K is transferred and posted as I/C Chief Engineer EM&RE Jammu vice Mohammad Qasim. T.K. Koul (promote) is transferred and posted as I/C Chief Engineer JKSPDC vice Mr. Ajay Gupta. Mohammad Muzaffar Mattu (promote) is transferred and posted as Chief Engineer EM&RE Wing Kashmir vice Manzoor Ahmad Salroo w.e. f. April 30, 2011.
