7 BJP MLAs suspended, served show cause notices | Disciplinary panel to submit report to Gadkari | | Cross voting ‘penality’ : Early Times Report Jammu, April 20: A day after their ‘parade’ in front of the national president, the BJP Parliamentary Board today announced suspension of 7 MLAs of the party in J&K Assembly for their act of cross voting in the Legislative Council polls on April 13. The members who stand ‘identified’ by the party high command have also been served show cause notices as to why they should not face this action in the matter. A high level disciplinary committee led by senior leader OP Kohli will submit a detailed report of the matter to the national president. Acting in what can be seen as mandatory step by step process in such matters as per the constitution of the party, the Parliamentary Board finally suspended the 7 MLAs who stand identified by the central leadership for cross voting act after taking into cognizance the ‘substantial evidence’ it had gathered establishing their involvement. The show cause notices have been served to them so that could explain their position as to why they defied the party whip and voted in favour of the coalition candidates. The decision to suspend the seven party MLA's was taken by the highest decision making body--Parliamentary board in New Delhi here today. The MLAs who faced suspension include leader of the Legislative Party in the Legislative Assembly Prof Chaman Lal Gupta, Durga Dass, Jagdish Raj Sapolia, Baldev Raj Sharma, Master Lal Chand, Bharat Bhushan and Prof Gharu Ram. Sources also said party high command has also nominated deputy leader in the house Jugal Kishore as leader of the BJP legislature party. “ The decision has been taken by the High Command on the basis of their assessment of the whole matter and the inputs they received on their own….”, said Dr Jitender Singh member national executive and chief spokesperson of the party in J&K, while confirming the action taken by the Parliamentary Board today.
The Parliamentary Board which is the highest decision making body of the party announced this decision after it discussed the issue threadbare in the meeting held in Union capital today. This is for the first time BJP has taken action involving suspension of as many as 7 members of the party for violating discipline in terms of defying the whip. Meanwhile, Shamsher Sigh Manhas has targeted the coalition government for indulging in horse trading and influencing the party MLAs in LC polls.He said as leader of the party he tenders an apology to the people of Jammu and felt sorry for the act of cross voting by the party MLAs in support of alliance candidates.He said the coalition government, at the same time cannot escape the blame for indulging in horse trading. Though party leadership had earlier taken resignations addressed to the Speaker of the Assembly from all 11 members on April 15, after meeting all the legislators and managing to get proof substantiating involvement of the 7 legislators in brazen act of cross voting, the central leadership took action against this identified lot. The other four members who now stand ‘clean’ in whole controversy , apparently on the basis of the leadership having ‘established’ they had voted in favour of party candidate include Ashok Khajuria, Jugal Kishore, Choudhry Sukh Nandan and Sham Choudhry. The national president met the MLAs in on one to one basis first followed by a general meeting last evening and listened to their ‘claims ’ about the cross voting during the Legislative Council polls on April 13. The matter was later referred to the 12 member Parlimanetary Board, the highest decision making body of the party which has top most leaders on board. The national president Nitin Gadkari gave patient hearing to what the legislators had to say about the matter and their individual perspective about the whole issue in so far as the party is concerned. The meeting of the president with the legislators was in fact meant to give this message Gadkari wants to register and gather his own assessment of the matter before arriving at any conclusion, sources added. The main onus of taking the final decision however lay with the Parliamentary Board which took the decision with regard to suspension. According to sources, the party leadership took this decision as per the requirement of the constitution of party which will be followed by further steps.
