Omar seeks bigger doles from PM

Reports on the latest meeting Chief Minister,Omar Abdullah,had with Prime Minister,Manmohan Singh,UPA chairperson,Sonia Gandhi,Union Home Minister,P.Chidambaram,in New Delhi are yet another proof of state's total dependence on the central Government as far as plan and non-plan activities in Jammu and Kashmir were concerned. During the meeting with Manmohan Singh Omar Abdullah sought his assistance on every economic and development activity besides hike in the current year's plan allocation.Three developments are said to have encouraged Omar to seek bigger financial assistance from the centre,The first was the state Government's success in holding the ongoing Panchayat elections.Equally important was the massive participation of people in the Panchayat elections.Second development was in the shape of ruling coalition's success in winning five of the six Legislative Council seats in the just concluded election to the upper House.Third was decidedly a markd improvement in the security scenario that had helped the police to idenify the killers of Ahle Hadees Chief,Maulana Showkat Ahmed in Srinagar on April 8.
What did Omar seek from the centre ? What information Omar dished out to Prime Minister ?The state authorities did not conceal anything because they were told that the meeting ended on an excellent note. He is said to have discussed various issues relating to the political affairs and economic development in the state with the UPA chairperson.The two leaders, according to the official spokesman, reviewed the functioning of coalition government in the state and expressed satisfaction over cohesion and coordination between National Conference and Congress in dealing with the matters of public interests and ensuring good governance to the people. The understanding and political harmony depicted by the coalition partners during the Legislative Council elections resulting in the success of all the coalition candidates was viewed with appreciation. Reports said that the role played by the BJP MLAs for ensuring the success of the ruling coalition candidfates did not figure in the meeting. During his meeting with Sonia Gandhi and Manmohan Singh Omar Abdullah had many things or number of achievements to boast on. Though he informed the Union Home Minister about marked improvement in the security scenario he seems to have been upset over the tempers that were rising in the valley against the issuance of Dogra certificates and the one in Jammu favouring retention of the old system.
The Dogra certificate issue has become as ticklish as the diversion of 800 kanals of land to the Amarnath Shrine Board in 2008.At that time the state had been rocked by regional tension and conflict.And if the Dogra certificate issue was not handled properly it could destabilise peace and foment regional conflict in the state. Already the separatists in the Kashmir valley have threatened to launch an agitation which was bound to find reaction in the Jammu region. It is not easy for the state Government to either revoke the Dogra certificate issuance practice or retain it. The only way out is that the centre in general and the union Home Ministry in particular agree to Omar Abdullah's suggestion that all the permanent residents of Jammu and Kashmir be made entitled to height relaxation in paramilitary forces.If it was done a very small number of people would benefit from it because not many in the state need any height relaxation. Unfortunately the coalition Government headed by National Conference made hardly any effort to explain to people in Kashmir that Dogra certificate was not a licence for getting jobs in all central Government departments.Instead Chief Minister,Omar Abdullah,and President of the National Conference,Dr Farooq Abdullah,openly campaigned in favour of revocation of Dogra certificate issuance procedure.
