Omar for meaningful juvenile justice system
4/21/2011 9:02:22 PM
EARLY TIMES REPORT
UDHAMPUR, April 21:
Chief Minister Omar Abdullah today highlighted the need for bringing the Jammu and Kashmir State Juvenile Justice Act at par with the National Act to remove impediments, if any, ensuring reform of juveniles rather than detention.
“I would ask the Law Department to look into the provisions of both the Acts and if any gap is required to be filled up in the State Act through legislation we should move towards that direction”, he said underlining the importance of a befitting and up to the mark juvenile justice system in place to avoid any chance of err in dealing with juveniles.
Speaking at a Workshop on Juvenile Justice System organized by the J&K Police in collaboration with ‘Save the Children’ (NGO) at Sher-e-Kashmir Police Academy (SKPA) here, the Chief Minister called for notifying one official in each police station as a juvenile welfare officer to look into the issues regarding juveniles.
“This would definitely add to your responsibilities but for the larger cause of child rights and juvenile justice, posting of such officers is need of the hour”, he said reiterating that he would take up both the issues with the Law Department soon to act upon.
The Chairman Commission for Protection of Child Rights, Delhi, Amod Kanth and Director General Police, Kuldeep Khoda also spoke at the workshop.
Earlier, impressing upon the passing out police personnel from the SKPA, the Chief Minister asked them to benchmark public service, devotion and honesty in their service conduct.
“You have to prove your mettle and exhibit bravery as the real friends and protectors of people”, he told them adding that in the field of police service they have to come a cross various challenges.
Speaking on the occasion, Director General Police, Kuldeep Khuda said various measures are already afoot to infuse professionalism in J&K Police and trained them in best manner to deal with both law and order situations and militancy related actions.
DGP said that in the present batch 84 Deputy Superintendents of Police and 510 Sub Inspector probationers have been imparted training.
The Chief Minister also laid foundation of Rs 90 lakh indoor block at the academy, which is likely to be completed within 8 months.
