Funds for disaster management for hospitals stalled as J&K failed to prepare manual | | | EARLY TIMES REPORT Jammu, Apr 22: Jammu and Kashmir has failed to get funds from the Central Government under the disaster management programme as the state has still not prepared the Disaster Health Management manual for the hospitals, both at district and tehsil levels despite directions from the centre.
According to the officials, despite falling in the Zone V, and facing constant threat from earthquake and other natural calamities most of the hospitals and health institutions in the state have no detailed plan to face disaster. It is pertinent to mention here that Jammu and Kashmir faced a massive earthquake in 2005, which had killed nearly 1300 persons and destroyed many buildings.
Though in recent years every new construction of healthcare institution must conform to earthquake and other disaster resistant technologies, but many of the health institutions have been constructed 20 to 30 years back and in case of any disaster they face the threat of crumbling down.
“State has so far not come up with the detailed plan with the result we are not receiving proper funds to conduct training and create necessary infrastructure. In case of major earthquake hitting the state, health infrastructure is not ready to face it”, said an official. Under the Disaster Management Plan, “All existing hospitals facilities have to be assessed from earthquake safety standards and health facilities must be retrofitted to mitigate the effects of earthquake. All structural elements in hospitals must be reviewed from safety standards.
In recent years with country facing many major natural calamities like Tsumani and earthquakes, Central Government had given detailed guidelines to set up Mobile Operation Theatres, Mobile Wards, Mobile Intensive Care Units and various other units.
However a senior officer said that the experts from the fields of Health and Disaster Management are making a detailed study to assess all the existing hospital facilities from earthquake safety standards especially, in the areas which are more prone to this kind of natural disaster. Sources said that despite many meetings the state has not been able to provide proper equipment to few mobile hospital vans stated after devastating 2005 earthquake. “Few established have no permanent doctors, equipment and other life saving facilities, they are not even able to provide help to people who come with basic health problems”, said a official.
Last year state health department had organized a national seminar to discuss the disaster management but so far nothing has been done in this regard. Ends---
