Did Dy CM boycott inauguration or was he kept away?
'Vivanta by Taj' mired in controversy

Early Times Report
srinagar, April 23: Deputy Chief Minister Tara Chand, who is also Minister of Housing & Urban Development in Omar Abdullah's coalition government, was literally counting the waves on the Dal lake, when most of his colleagues were enjoying inauguration of the luxurious hotel 'Vivanta by Taj' on the Kralsangri hillock here on April 17th. Reason of his 'boycott': Every VIP received the invitation by telephone followed by proper delivery of the invitation card but the hard copy of the invite was never delivered on the Urban Development Minister.
Informed sources revealed to Early Times that despite continual raining, Tara Chand reached Srinagar in the forenoon in a commercial flight on Sunday last ahead of Chief Minister Omar Abdullah and others who arrived in by a helicopter. By the time he learned that Chief Minister, Union Minister Dr Farooq Abdullah, his own Minister of State for Housing and Tourism, Nasir Aslam Wani, and many others had reached the venue, Deputy CM realized that his exclusion was a "deliberate act".
The publicly embarrassed Deputy CM returned to the winter capital next morning, again by a commercial flight. Sources close to him said that the Dy CM did not have any official or private business in Srinagar, though he unofficially had an interaction with the LAWWDA authorities. According to these sources, the LAWWDA authorities clarified that they had neither organized the grand inauguration function nor had they ever issued NOC or building permission for construction and expansion of the huge concrete monster on the ecologically sensitive green belt of Dal Lake.
When officials of Housing & Urban Development department later peeped into the records of the last 23 years, they found that not even the Srinagar Development Authority (SDA) had ever issued NOC in favour of the construction. Sources said that it was under investigation how Srinagar Municipal Corporation (SMC)'s Building Operations Controlling Authority (BOCA) had issued the permission for the construction in a proscribed zone in the Master Plan of Srinagar.
