Prison laws sufficient to guarantee HR of inmate: Sahai

Srinagar, Apr 24 (KNS): The Inspector General of Police Kashmir Range, S M Sahai, Sunday said that laws and rules enacted for the Prison Management are sufficient enough to guarantee the human rights of an inmate.“But the only thing that comes in the way is their implementation on ground,” he said at Kashmir University today where he was speaking at as Guest of Honor on a three days training programme for prison officers on Human Rights and prison management organised by UGC, Academic staff college University of Kashmir, Faculty of law and prison department and sponsored by Bureau of Police research and Development, New Delhi.Sahai said that in the first instance it was a paradox to deliberate upon the human rights of a person whom ‘we are subjecting to confinements but sociological, legal aspects that govern the criminal justice system to carry forward the purpose of justice in the society has devised it as a form of punishment but the purpose is not to punish the person.’He said that inspite of ceasing the liberty of an inmate doesn’t mean that he has lost his rights as a citizen.The IGP said that it was the state that has been entrusted job of a regulator in the delivery of the criminal justice against any person who violates the laws of the society. “In our society the meaning of justice are changing where it was exclusively retributionary, an eye for an eye in earlier times, now it is has changed to restorative and reformative one,” he said and added “We as a part of system need to be deliver the justice in a pragmatic manner in a conformance with the law and regulations of the land.”He reiterated that the laws and rules enacted for the Prison Management are sufficient enough to guarantee the human rights of an inmate but the only thing that comes in the way is their implementation on ground which is a challenge that need to be taken care off.The programme was attended by the Vice Chancellor of Kashmir University Riyaz Punjabi, DIG Prison Mohammad Sultan, ex DG Prison SS Ali, Prof Mehraj U Din HOD faculty of law, V S Raja DIG Prison Karnataka, SSP Srinagar Syed Aashiq Hussain Bukhari, prison officers of different ranks of police officers and research scholars.
