Ansari gave meaningful insight of ‘roadmap’ for Kashmir, say interlocutors
‘Wish others on board but can’t allow others to live with status quo’

Jammu, April 24: Notwithstanding their ‘wish’ to have separatist leaders on board, the J&K Interlocutors today indicated they may go ahead with finalizing the interim report without incorporating their views in it. In what can be seen as their fresh call to the separatists, the Chief interlocutor Dilip Padgaonkar, however, maintained they are ready to meet Hurriyat Conference leadership as and when decide so at their place of choice which they deem convenient in order to kickstart a formal dialogue with them on Kashmir issue. Padgaonkar also said their meeting with Moulana Abbas Ansari remained fruitful as it provided them ‘meaningful insight’ into the roadmap for political settlement.
“We understand and are fully convinced that they (separatists0 have their own constraints and compulsions…….but we hope and wait for the time they think is mature and proper for coming on board in terms of dialogue with us”, Padganokar said today while addressing media here today. In the same breath he maintained that they(interlocutors) cannot allow rest of the population to live in status quo if the separatists camp does not come forth for talks. “ Majority of the people across the state have a yearning that status quo must change…….we understand regions sub regions need to be empowered in that direction”, Padgaonkar said, albeit asserting ‘we can only hope they come forward…”.
Before winding up their 7th visit to the state, Padgonkar who along with Radha Kumar and M.M Ansari addressed a press conference today said that during their previous visits to the state they made every attempt to meet the separatist camp but failed to get any response. “We also wrote formal letters to them but they did not respond….we even conveyed them they can send us formal document giving a broad outline of their views, but as on date they are reticent on that offer too”, he said.
The Chief Interlocutors claimed their meeting with senior Hurriyat leader Maulana Abbas Ansari, Padgaonkar was fairly detailed and informative as it gave us and idea and insight of a broad political settlement they have in mind for Kashmir issue.“We are grateful to him for that insight ……..we will certainly take into account that viewpoint…”, Padgaonkar said .
However refused to comment on Ansari expulsion from the Hurriyat contending it was their organizational matter. “Every organisation is independent of taking its own decisions ……….which they deem proper or convenient”, he said.
Dismissing the media reports purely as speculative, interlocutors denied having prepared their draft on the lines that suggests restoring pre 1953 position in the state.
“ These are purely speculative stories ….. we have not prepared any draft as yet nor there is one ready to be submitted in the near future on these lines…. our report would primary lay thrust on different contours of aspirations in Jammu and Kashmir”, he said explaining their job is to know the views of the people living in all the three regions of the state on the basis of which they shall prepare a interim document that would be put in the public domain anytime now.
Justifying delay in submitting their report, Padgaonkar said “every time we prepare a draft, we hear some voices that their views should also be heard. So we are trying to meet more delegation and stakeholders”, he said adding that they were considering holding of roundtable conference in Jammu or Leh any time soon.
Chief interlocutor said that bulk of the delegations held the view that a political settlement in Jammu and Kashmir must ensure the unity and territorial integrity of the state in the Indian Union. All delegations also wanted fresh delimitation of constituencies based on the criteria of the size of the area and the size of the population. They reiterated their faith in democracy, inclusive development and the strictest respect for religious, ethnic and cultural pluralism.
“People want an effective, constitutionally guaranteed devolution of political, financial and administrative powers to all the three regions of the state and a further devolution at the district, block and Panchayat level”, he said.A press statement given says that all the bodies must be democratically elected and Panchayat Raj institutions should be based on 73rd and 74rd amendment of the Indian Constitution.

The interlocutors also expressed hope that some ‘positive’ steps initiated by the state government in matters like release of stone pelters, expediting cases of political detenues and other such issues augur well for the dialogue process.
