J&K govt demolishing institutions: Mehbooba

SRINAGAR, Apr 25: Kashmir’s main opposition Peoples Democratic Party (PDP) on Monday described Prime Minister Manmohan Singh’s praise over panchayat polls “surprising” and accused the state government of showing “little respect to people’s faith in democracy by demolishing institutions”.
“People not only braved physical threats but also side-stepped sufferings they went through in the last three years to vote in the panchayat polls. People have been giving democracy chance after chance but the state government has failed them time and again,” alleged PDP president Mehbooba Mufti in a press meet at her official residence in Srinagar.
Mufti said she is happy, but surprised, at the same time, at the PM’s congratulatory message on high voter turnout in the polls. “In 2008, both the Prime Minister and United Progressive chairperson Sonia Gandhi praised people for participating in democratic step up but then what happened there after? More the people voted, more they were disempowered by the state government. Government is no more an institution in J-K,” alleged Mufti.
PDP president’s press meet came days after media criticism over the party's silence over a range of issues faced by people. The press meet had no focus, except for bashing the state government over a range of issues. “There is corruption everywhere. The institutions like the Public Service Commission (PSC) are partial in selections. Bills are cleared only after bribe money is paid. There is misgovernance in development works,” said Muft adding “the anti-corruption institutions like the Accountability Commission, the Vigilance Commission and the RTI body are not functioning properly”.
Accusing the state government of being superficial, the PDP president alleged the police are being overstretched. “It’s not only law and order issues but even administration issues are being addressed by the police. The inspector general of police is holding public darbar and SHOs addressing issues like water problem, roads etc,” said Mufti.
She alleged the government has failed to deliver justice in the 117 killings that occurred in 2010. “Instead new juvenile laws are being framed to have more youth behind the bars. People’s houses are being raided and threatened to be booked under the Public Safety Act for raising their voice,” alleged Mehbooba.
PDP chief observed that Cash for Vote scandal in which ruling party had managed vote of seven BJP MLAs in the Legislative Council elections was glaring example of the legitimization of corruption in the State.
“There must be some deal between the National Conference and BJP MLAs because the former had not cast their votes in favour of coalition candidates without any consideration”, she said and regretted that the government has been brazenly indulged into corrupt practices to undermine the credibility and respectability of the democratic institutions like Assembly.
Coming down heavily on state government for adopting oppressive measures to gag dissent voice, she said that this regime, since its formation, has been mis-using state apparatus to stifle genuine aspirations and wishes of the people. “Instead of addressing grievance of the people, this regime usually threatens people to book them under draconian laws if they dare to highlight their woes”, she pointed out and warned that such methods being adopted by the government would prove disastrous for the state.
