Separation of Dogras from Kashmiris the only way out

JAMMU, Apr 25: Now that it is clear that the Kashmiri leaders – “mainstream” and separatist – are vehemently opposed to the Dogras, it is time for New Delhi to separate the latter from the former and end regional and ethnic tensions on a permanent basis. The irresponsible and outrageous behaviour of the Kashmiri leaders and their highly negative attitude to the Dogra certificate, which does not mean much in the sense that it only relaxes a couple of rules governing recruitment to central paramilitary forces, proves that the Dogras and the Kashmiri Muslims representing all shades of opinion cannot live together or co-exist under one unified political system. The fact of the matter is that there exists no similarity between the Dogras and the Kashmiri Muslims in terms of ethnicity, culture, geography, history and economy and that they belong to two diametrically opposite ideologies – one regressive, intolerant and primitive and the other modern, tolerant, secular and nationalist.
As for the Dogra certificate controversy created by the vested interests in Kashmir, it must be mentioned that the rules governing the issuance of Dogra certificate are applicable to all inhabiting the Jammu province. The rules do not exclude the Muslims or the Sikhs or any other social and ethnic group inhabiting the Jammu province. For, all those who inhabit this province are Dogras. The Dogra certificate is also not something new or a new concession given to the Dogras. It is an old practice. Rules for the recruitment of the Dogras in the Army were relaxed decades ago because the inhabitants of the Duggar land, also called Dwigar belt, were, unlike other martial races, including the Punjabis and Pathans, were shorter in height. It was to recognize the valour and the martial spirit that the rules were relaxed. Remember, the Dogras were recognized as a martial race during the British period considering their spectacular military feats and splendid victories. Even today, these relaxations are available to all ranks in the Army. The Dogras used to get the Dogra certificate even before the issuance of Dogra Certificate order on March 25, 2011. The only problem used to be that while some concerned revenue authorities would the said certificate in no time and without creating any fuss, some others would not; they would “dither” and take more time, thus causing inconvenience to the people. It was to overcome this difficulty that the rules governing the issuance of Dogra certificate were streamlined and simplified so that those desirous of joining the Army and central paramilitary forces do not face any difficulty.
And, it is this step of the government that is under attack in Kashmir, with Kashmiri separatists, Kashmiri politicians, members of Kashmiri civil society, Kashmiri commentators and so on denouncing the same in downright language. Why should the Dogras keep any kind of truck with Kashmiris who have such a negative attitude towards them? Why should they? They need to be separated from Kashmir so that they shape and mould their own destiny and govern themselves independent of those who have utter contempt for their aspirations, sensitivities, needs and compulsions. You just cannot treat the Dogras like they are being treated today. They have a distinct identity and personality and it has to be protect and promoted at any cost whatever.
