J&K Chief Secretary’s “Dream Team” in shambles, seniors refuse to return
*Ganai likely to join I&B ministry; Vyas, Panday to follow

JAMMU, Apr 26: Jammu and Kashmir Chief Secretary Madhav Lal’s plan of ushering in his own “Dream Team” of IAS officers is slowly getting unstuck.
Latest officer to refuse to return to the state, it is reliably learnt is P.G.Dhar Chakraborti, whose term as Director of the National Disaster Management Institute ended on March 31, 2011. Sources said that Chakraborti (IAS 1980) has just two years to retire which he would naturally prefer to spend as Additional Secretary in the GOI.
Meanwhile, his batchmate and son-of-the-soil Ashok K Angurana (IAS 1980) has exited the Secretariat, where he was Principal Secretary of the very lucrative PHE & Irrigation Department and has gone to the rather insignificant post of Resident Commissioner J&K House, New Delhi, as the latter could be a stepping stone to his posting in the government of India as Additional Secretary.
Sources disclosed that Angurana’s heart is not in the post of the Resident Commissioner. They added that within days of Joining, Angurana has proceeded on long leave abroad and left station without waiting for his leave to be officially sanctioned. Another prominent son-of-the-soil, Khurshid Ahmed Ganai (IAS 1982) is about to abandon Chief Secretary’s team as his orders for joining government of india’s information & Broadcasting Ministry as Joint Secretary are expected any day.
Sources confirmed that It is only a matter of time thereafter for B.B.Vyas (IAS 1986) and Sudhanshu Pandy (IAS 1987) also to make an exit as both have spent more than their mandatory “cooling off” period of two years in J&K. They also revealed that Madhav Lal’s plans of requisitioning the services of Rakesh Gupta (IAS 1986), who too, like Chakraborti, has been away from J&K for over six years have been summarily rejected by UPSC Chairman, under whom Rakesh is currently working as Additional Secretary.
Sources said that UPSC has turned down the request saying that Rakesh is also the Controller of Examination for many prestigious examinations including the ones for IAS, Indian Forest Service (IFS) etc. and that his premature repatriation may hamper the smooth conduct of all these entrance tests.
Regarding Pradeep Tripathi (IAS 1987), sources said that he has pleaded education of his children to avoid premature repatriation. Tripathi is serving as Joint Secretary of the National Disaster Management Authority and has one more year before his extended term of seven years in GOI finishes. AK Mehta (IAS 1988) after finishing his term in the Housing Ministry has moved on as Chief Vigilance Officer, and is as usual extremely reluctant to cut short his tenure.
Surprisingly, even officers who are technically in the cadre, like Chairman Special Tribunal Dr Arun Kumar (IAS 1979), have refused to bow to Madhav Lal’s diktats. According to top sources, Arun has applied for 3 months leave to help complete his under-construction house in Greater Noida, in the same Society where Madhav Lal has already constructed his house.
They said that Chief Secretary has very viciously refused to sanction the leave and also stopped Arun’s salary from March 1 onwards despite IAS Rules clearly stating that 75 percent salary has to be disbursed even to a suspended IAS officer. Officers informed Early Times that Chief Secretary is trying to draw officers from afar, in preference to the talent already available at his disposal.
Be that as it may, with an uneasy Summer looming ahead for both the cities of Jammu & Srinagar, this reluctance of senior officers to join the State neither augurs well for the Chief Secretary nor for the beleaguered Chief Minister who is forever fire-fighting a number of explosive regional and political grievances. But when the muck hits the ceiling, it can’t but smear the reputation of Omar Abdullah as well as it was he who invoked the seniority principle in the first place to appoint Madhav as Chief Secretary.
