EARLY TIMES REPORT
JAMMU, Apr 27: The other most important issue that was taken up by the Bar Association Jammu (BAJ) president B S Slathia and his team with the interlocutors was about the nature of relations between Jammu and Kashmir and the rest of the country and about those demanding greater autonomy and self-rule.
(Greater autonomy and self-rule are two sides of one and the same coin and these doctrines, if given an effect to, would automatically mean annihilation of the minorities in the state, as it happened immediately after the creation of theocratic Pakistan in August 1947. Besides, granting respectability to the greater autonomy concept and self-rule doctrine would automatically mean quasi-independence for Jammu and Kashmir or a very small step short of complete independence from India. The protagonists of greater autonomy and self-rule are demanding withdrawal of all the central laws and institutions from the state introduced after August 9, 1953, when Nehru got Sheikh Abdullah dismissed from the office of Wazir-e-Azam and arrested him under the charge that he had been indulging in seditious activities that he, in collaboration with the American imperialists, was conspiring against India with a view to setting up a “Switzerland-type independent Kashmir.” The only difference between the greater autonomy and self-rule doctrines is that while the former is silent about Pakistan, the latter wants New Delhi to grant co-equal sovereign powers to Islamabad with New Delhi in the Indian Jammu and Kashmir. The votaries of self-rule call it “supra-state measures” or “shared sovereignty.” The votaries of autonomy and self-rule are soliciting the support of New Delhi in favour of their demands, which are based on their belief that the Muslims and the Hindus are two distinct nations and that both cannot live together or co-exist under the Indian political system. The greater autonomy concept and the self-rule doctrine are, in fact, the replica of the March 23, 1940 Pakistan Resolution, which was adopted by the Jinnah’s Muslim League at Lohore. That venue is now known as Minar-e-Pakistan.)
During the meeting, which continued for quite sometime, the BAJ team denounced all those seeking segregation of Jammu and Kashmir from India under one pretext or the other and demanded complete integration of the state into India. What did the nationalist BAJ leadership tell the interlocutors? It told: “The BAJ expresses it anguish and serious concern over the reports that the interlocutors are considering autonomy and self-rule as possible solutions (to the ‘Kashmir problem’). It is relevant to point out here that (the) accession of the State of J&K with (the) Union of India on 26-10-1947 and its defined relationship as an integral part of India and stated so in the Preamble of the Constitution of Jammu and Kashmir adopted in the Constituent Assembly on 17-11-1956 leaves no scope for any mediation on the patterns of either self-rule or autonomy. The concepts of self-rule and autonomy are only directed towards gaining independence from the Union of India, which is not acceptable to the right thinking people of the state in general and Jammu province in particular, in any given case. Jammu has always supported the nationalist ideology and has upheld the prestige of National Flag even in the face of mass selective killings by the Pak-sponsored militants. Advocating self-rule and autonomy (means nothing but) only promoting the cause of secessionist elements through indirect means and, therefore, (the) BAJ strongly opposes any consideration of such indirect secessionist approaches by your team of interlocutors. Any move to direct your mediation in the direction of self-rule or autonomy shall prove counter-productive and will surely generate a great unrest in the nationalist population of the country, which the BAJ is sure, shall not be opted (for) by your team.”
The meaning of what Slathia and his team members told the interlocutors was loud and clear: No autonomy and no self-rule but complete integration into India, coupled with an unambiguous warning that any move on the part of the interlocutors to consider such demands as autonomy and self-rule would be resisted with full force and defeated.
