Govt. to deal with any row over Dogra certificate as law and order problem | (Behind the veil) | | Early Times Report
Jammu,April 27:-The state Government has decided to deal with any row in the Kashmir valley over the Dogra certificate issue as a law and order problem. Official sources said that after the Union Home Ministry's announcement that people of all the three regions of Jammu and Kashmir,irrespective of their creed or religion would be entitled to height and chest relaxation while seeking recruitment in Armed forces,paramilitary forces including the Assam rifles there was no justification for raking up the issue. Senior Government functionaries said that soon after the Minister for Revenue and Relief,Raman Bhalla,intended to regulate issuance of Dogra certificates in order to elminate corrupt practices vested interests in the Kashmir valley had tried to exploit the issue in a bid to incite violence and civilian strife in the valley.They said that it was not the headache of the separatists and the valley centric mainstream political leaders to oppose the chest and height relaxation to a section in the Jammu region when the entire population in the Kashmir province and the Ladakh region were entitled to this concession. Official sources said that days after the Union Home Ministry's announcement there should have been silence in Kashmir but unfortunately both the separatists and the mainstream politicians,including those belonging to the PDP,have been berating the Government on the Dogra certificate issue when the issue had got buried with the announcement of the Union Home Ministry. Senior police officers referred to the threat issued by Syed Ali Shah Geelani wherein he had stated that in case the Dogra certificate issuance was not revoked he would launch an agitation and said that since Geeelani had neither any issue nor any slogan which he could use for making the summer hot for the Government on the pattern he did during the last summer he thought that the Dogra certificate issue could be utilised for inciting violence in Kashmir. They said that they have conveyed to the ruling alliance that anyone trying to rake up the Dogra certificate issue needed to be handled as a law and order matter.The Government has plans of enforcing the provisions of the Public Safety Act against those trying to destabilise peace by inciting people to take to the streets while protesting against the Dogra certificate issue,which has lost its relevance after the Union Home Ministry's announcment. Government circles believe that if the separatists plan on inciting people to violence in the name of Dogra certificate were not dealt with sternly they could get an opportunity to kick up unrest and civilian strife.These circles say that heavy participation by people in the ongoing Panchayat elections and equally heavy tourist rush to the valley have unnerved the separatists and hence are keen to foment trouble.Hence there was need for dealing with the plans with an iron hand.(eom)
