‘Major changes’ likely in State Vigilance Commission
Cabinet to approve ‘vital’ amendments in Act, being promulgated through ordinance

Jammu, April 27: The State Vigilance Commission which has been set up by the coalition government through a proper piece of legislation last year is going to witness some changes before it actually comes into existence and starts functioning formally. The government has proposed some amendments which will be promulgated through an ordinance by the Governor. The amendments will be placed before the cabinet tomorrow for discussion and approval.

According to sources the State Vigilance Commission intended to check corruption upon incorporating the amendments shall have widened scope with one IPS officer also on board. In present form the Act envisages three member Commission including one Chief Commissioner or the chairman and two commissioners. While the Chairman has to be a serving or retired IAS officer , implying an officer who shall be appointed from amongst persons who are holding or have held a post in IAS or a post in any civil services of the Union or the state not below the rank of a Principal Secretary to government having knowledge and experience in the matters relating to Vigilance, Law and Finance. The two Commissioners merit almost similar eligibilities the only difference in their hierarchal position which has to be not below the rank of a commissioner or Secretary. It is in the backdrop of some misinterpretations in the term civil servant and the consequent criticism in terms of widening the scope of Commission nad bringing in some experience from Police that has warranted incorporating the amendment related to inclusion of IPS officer, sources added. The idea is also to reduce dominance of IAS officers in the Commission working, which is likely to be there once allowed in existing form.



It is likely to see some changes that may render its working in much independent and autonomous manner. One more vital proposed amendment in the direction of making the appointments for the Commission in which the government may not have now much say instead it is the Governor of the state who is likely to be final authority in finalizing the appointments ,after the Empowered Committee recommends the shortlisted panel. Interesting to note is that in the present there is provision of three member committee recommending three names each for the three member Commission. The cabinet may propose some amendment in that direction as well, sources added.
According to sources the NC led coalition government has finally ‘succumbed’ to pressure from some quarters including certain active civil society groups which of late have been criticizing ‘weak’ aspects of the existing Act arguing that the Act if allowed to be followed in present form in setting up the Commission may not serve the purpose in true sense given some handicaps it is bound to face when it starts functioning. It may be mentioned that SVC has been constituted in Jammu and Kashmir on February 15, this year but the Commission has yet to come into existence as no member has been appointed yet.

Impersonator held from ETT exam centre, examinee absconds

JAMMU, Apr 27: After the MBBS/BDS entrance test, impersonation was today detected in elementary teachers training (ETT) examinations when police arrested an impersonator from a school at Bari Brahmana near here.
Police sources said invigilators got suspicious of Arvind Singh, son of Darshan Singh of Soniput, Haryana, while carrying out checking in Sher-e-Kashmir public school at Bari Brahmana.
Bari Brahmana police were immediately contacted by the examination staff.
Sources said police soon reached the examination hall and checked the roll No slip and admit card of Arvind, who had already taken four ETT papers. After these were found fake, cops arrested him.
The examinee, whom sources identified as Manjit Singh, was, however, absconding.
During his questioning, he told police that he had taken Rs 20,000 from Manjit for taking ETT papers in his place.A case under sections 420 and 419 of RPC was registered at Bari Brahmana police station in this regard.
