Govt retracts on Dogra certificate, order revoked | New MHA notification extends ‘relaxation’ to entire state: cabinet takes unanimous ‘view’ | | SAROJ RAZDAN
Jammu,April 28: Retracting from its own position, the Revenue Minister Raman Bhalla issued an order declaring that the order he issued in March this year with regard to issuance of Dogra certificate stands revoked in the wake fact that the government having decided to ‘adopt and implement’ the notification issued few days back by the Union Ministry of Home Affairs seeking relaxation in physical standards of measurement in the recruitment in para military forces be extended to all the permanent residents of J&K. The Revenue Department issued this order soon after the state cabinet ‘unanimously’ agreed to go by, rather adopt the amended and modified notification of the Union Home enabling all Jammu and Kashmir residents to avail a relaxation of five cm in height and two cm in chest measurements for getting into a paramilitary force. In the cabinet meeting held here today under the chairmanship of Chief Minister Omar Abdullah, the issue was once again discussed threadbare, particularly in the backdrop of the continuity of severe opposition to adhering to previous order issued by the state government.
Sources said in the given circumstances, the NC led coalition ‘deemed it proper’ to adopt the amended notification of MHA apparently in order to pacify the whole issue and the opposition to it from some quarters in Kashmir. ‘Inevitably’ the Congress, did not say anything even as it was at the behest of one of its ministers that order was first issued early this month following strong aspirations from the youth in Jammu. Since the decision was taken ‘unanimously’ by the cabinet today, it was felt that the order issued earlier had lost relevance and therefore needed to be rescinded . Consequent upon cabinet decision, the concerned Revenue Department lost no time in issuing the fresh order suggesting that orders issued by it earlier stand superseded as the J&K government had now decided to incorporate the MHA amendment which all citizens across all the three regions to avail this relaxation. The fresh order also said that MHA had issued this amended notification after reexamining the matter relating to granting relaxation in physical standards of height and chest admissible to the hilly areas and tribal people.
It is pertinent to mention that in the order issued on March 27, the government had decided to issue the Dogra certificates to the residents of Jammu region for getting relaxation in the eligibility criteria for joining central paramilitary forces. The certificates, which used to be issued during the regime of Dogra rulers enabled the youth to seek benefit of reservation in the recruitments in para military forces. However, this drew strong resentment and discontent from some quarters in Kashmir valley, particularly from the hardline separatist leader who had been threatening and warning agitation in Kashmir if the government failed to revoke this order. It was in the wake of these threats and perceived trouble by the state government, the Centre had to intervene which bailed the former out by issuing amended notification, resulting in nullification of Dogra certificate as the region specific document. Geelani had issued ultimatum in terms of the deadline as well asking government to revert by the end of this month or else face ‘trouble’ back in valley.
By revoking the earlier order, the state government has also diluted the specificity of the Dogra certificate as the relaxation of reservation under this would now be availed by the youth of all the three regions. The government, significantly, took this crucial decision today one day ahead of closure of the offices in the winter capital. The offices will shift to summer capital for next six months and reopen during first week of May.
