CS chairs committee meet on Panchayat empowerment | | | EARLY TIMES REPORT JAMMU, April 29: The Empowered Committee set up by the Government under the chairmanship of the Chief Secretary, Madhav Lal to look into the issue of empowerment of Panchayati Raj Institutions held its meeting here today. This was the third meeting of the Committee in series of meetings held in view of its recommendation regarding transfer of funds, functions and functionaries to the elected three tire PRIs. The functions to be transferred to the Grameen Panchayats, Block Development Councils and District Planning and Development Boards in the light of the 73rd amendment were discussed in detail. Based on the discussion with the line departments like Rural Development, Social Welfare, School Education, Health Department and other departments, the Departments were directed to frame draft orders regarding devolution of funds and manpower to the three tier Panchayati Raj Institutions. All the concerned line departments were directed to complete the exercise and submit to the members of the Committee through email latest by 9th May, 2011. The Empowered Committee will meet on 10th May, 2011 in Srinagar to consider the proposals regarding devolution of funds and manpower to the PRIs. In another meeting, the Chief Secretary today sought a status report about the pace of implementation and achievement of targets under the Sarva Shiksha Abhiyan (SSA) since its start in J&K in 2004. Chairing the Executive Committee meeting of the SSA here today, the Chief Secretary suggested fixing accountability for the delays caused, if any, and commendations wherever the targets were achieved within time. The Chief Secretary also suggested mapping of the target areas where schools under the scheme are to be set up so that no genuine or deserving area is left over. He also suggested revisiting the cost estimation plan of school buildings being built under the scheme. He also suggested convergence of civil works in SSA with NREGA and also with other Departments like PHE, Social Welfare and Health. The scheme has projected an expenditure of Rs 1132.51 for 2011-12.
