Security drills to keep summer peaceful | | | People in the summer capital of Jammu and Kashmir state were,on Wednesday,gripped by a breezy panic when they saw men of he police and paramilitary forces on the move as if the city had been plagued by violence and unrest on the pattern of the summer of 2010 in which about 118 people were killed.Panic evaporated like vapour with the advent of dawn when people came to know that police and the CRPF peersonnel were carrying out a mock drill to demonstrate their prepardness for dealing with any civilian strife and street protests.Equipped with non-lethal weapons and wearing special fatigues men of the police and the CRPF carried out the mock drill on dealing with the protesters in various areas of the city.The drill had a twin purpose.One,it was carried out to promote coordination between the police and the CRPF which was absent to some extent during the summer of 2010.Secondly,the drill was meant to instil confidence among the peace lovers by watching the security forces having been fully trained and equipped for dealing with civilian strife and street protests and convey a warning to the mischief mongers that the police and CRPF were mentally and physically ready to deal with any type of violence. In fact the ruling alliance leaders in general and Chief Minister,Omar Abdullah,in particular are quite concerned over reports indicating that vested interests especially the hardliners among the separatists were trying to set Kashmir on fire in the same way as they had doduring the summer of 2010.In order to ensure that there were no casualities while the security forces fired teargas shells and even opened fire the police and the CRPF men have been imparted rigorous training on crowd management.They have been equipped with non-lethal weapons so that the bullets fired from these guns did not kill protesters but simply immobilised them.Reports said that mock drills were carried out after the Government received reports that hardliners among the separatists and even some opposition mainstream political leaders were trying to use the Dogra certificate controversy as the tools for destabilising peace in Kashmir.Inst- ructions have been issued to the police and the CRPF that they should avoid overreacting whenever an attempt was made at engineering street protest demonstrations.In addition to this the Chief Minister has suggested to the senior functionaries of the police and the CRPF to deal firmly with any official involved in even minor cases of human rights violations.The Chief Minister has stated that the state Government has been taking in hand measures that would minimise chances for any type of violence. He has suggested to the senior Government functionaries to be prepared to mitigate problems of the people right in the beginning so that there was no room for giving vent to anger and frustration.The recent tactful handling of an incident in which a youth was killed in security ambush in Handwara,which had the potential of triggering violence,failed to set Kashmir on fire.But Chief Minister is aware of the mood of the people and the separatists.He is right whe has said that Kashmir is the most unpredicatble place on the earth. On the basis of the past experience one may not be able to predict which way the wind will blow. It may be a prolonged spell of peace and suddenly on may be inconvenienced by a spell violence and unrest.Kashmir is known for what is called wave culture.It may be a pro-separatist wave today and pro-National Conference or pro-PDP wave the next day.No doubt parents of several hundred arrested youths have given in writing that their wards will not indulge in stone pelting it cannot be treated as the sole guarantee folr peace.Peoples' problems,especially the one related to the problem of unemployment,need to be addressed to by the Government if it wants to enjoy peace in the summer.Apart from this the Government has to keep the separatists under check which can be done if they are kept engaged in talks.People like Ram Vilas Paswan and Ram Jethmalani should be encouraged to keep channels of dialogue open with the sparatists.It would be equally important if New Delhi broadbased the ambit of talks with Islamabad.
