Is KAS result a state secret! | | | Early Times Report JAMMU, Apr 29: Jammu and Kashmir Public Service Commission (JKPSC) has seemingly got upset over manner in which a good number of aggrieved students have been approaching newspaper offices, claiming injustice with them on the basis of marks cards uploaded by the commission on its website. The commission made the facility available for candidates in general on April 17, 2011. Those students who could not make it to the final selection list downloaded the marks cards and then reportedly compared it with those who got through the high profile interview of the commission. These students then approached several newspaper offices including Early Times alleging that a good number of students made it to the final selection list merely because of the marks secured by them in Urdu and interviews. When a local daily published a news item on April 26, 2011 with regard to this allegation of failed candidates and also the rebuttal of the Chairman S.L.Bhat, the same evening results went missing from the JKSPC website. Another local daily sought as per the report published by it had rung up the PSC secretary Mohammed Ashraf Bukhari over this abrupt alleged withdrawal of result. He referred to technical reasons for the same. Later, April 27, 2011; the marks card option reappeared on the window of PSC. But not without a note appended to it. The note read as “Due to technical problems (web space related)being faced in keeping the marks data of KAS-2009 (Mains) online which has been available online since April 17, 2011, this facility shall be available till April 30, 2011 (04.00 P.M.).” Students had to simply enter their roll no and they would get the marks card easily. However, this option was also modified on April 28, 2010 for the reasons best known to the PSC and now the candidates have to put both Roll no and Bar Code for getting their marks card. Surprisingly, while the state has moved on to Right to Information era, JKPSC having seemingly come to know that dejected candidates are assessing the marks of those who have got selected decided to make the same task difficult. Hope the RTI commissioner takes note of it and for the commoners explains whether it is also a state secret or not. Or for that matter, PSC should explain whether this information comes under the purview of the official secrets act and cannot be assessed b y others. Meanwhile, Secretary Public Service Commission (PSC) has though an official handout stated that commission had never withdrawn the facility of online downloading of Marks Cards of Combined Competitive Examinations, 2009. He has said that on 26th of April, 2011, due to some technical problem, the candidates could not have the access to the downloading. However, the technical error was resolved and the facility was restored at 11 p. m on the same night within 3 hours. He has further said that facility is still available. However, the candidates have to apply Barcode No/Roll No for purpose of access. Ever since the commission has made the facility available since 17th April, 2011, the website of the commission has been accessed more than 2 lakh times. He has affirmed that facility will remain available for some more days, after which, the same will be withdrawn with a view to ensure that sufficient web space is available for putting other information on the website.
