Militants trying to demoralize police | | | EARLY TIMES REPORT JAMMU, April 30: Groups of militants, operating in Jammu and Kashmir, were trying to demoralize the state police so that the police personnel were not in a position to carry out counter insurgency in various areas of the state. Confirming it official sources said that militants have felt unnerved over the successes the state police officials and functionaries of state intelligence agencies had achieved in eliminating a sizable number of militants in various operations during the last three months. It is the result of these operations that the police claim that the number of militants operating in Jammu and Kashmir has declined from 800 to 350 and 400 during the last six months. Official sources said that militants were trying to force the police to be on the defensive after the security forces succeeded in eliminating over 20 militants and are resting 15 besides some overground workers during the last three months. However, since January last militants have carried out gun and grenade attacks on police and Army patrol parties and pickets. On April 25, two police officials were killed at a spot on the outskirts of Srinagar. It was followed by killing of two soldiers at Gool Ramban. In addition to this militants carried out a number of attacks on police and Army posts in Mendhar and Pulwama. In addition to this the police have been able to unearth a nexus between some police officials and militants. In one case in Doda the police arrested a constable Satish Kumar who was involved in supplying arms and ammunition to militants. In the context of these developments militants have been directed to intensify attacks on police patrol parties and posts so that they either abandon their anti-insurgency operations or remain on the defensive. One senior police officer said that for the last several months he has not been able to visit the houses of their relations. One officer he retired from the police force last year said that even those who were no longer active after having hung their boots too are under threat, they too avoid visiting their relations. A number of police officials were of the opinion that in case patrolling and intelligence surveillance were not intensified here was every possibility that militants may start regrouping and re-establishing their hideouts in the city of Srinagar where over 40 bunkers have been removed. Official sources said that senior functionaries in the police be directed to strengthen counter insurgency operations so that the remaining groups of militants were either eliminated or arrested. For achieving success in anti-insurgency operations there was need for strengthening patrolling on the LOC.
