EARLY TIMES REPORT
JAMMU, Apr 30: Kashmiri separatists like Syed Ali Shah Geelani and Mirwaiz Umar Farooq have described the revocation of the March 25 Dogra certificate order as the “collective victory of Kashmiris” and asserted that they would achieve their ultimate goal as well if the Kashmiri Muslims continue to behave in the manner they behaved after March 25, when the Revenue Department issued the said order. The separatists have reasons to smile, notwithstanding the fact that the revocation of the March 25 order doesn’t mean any setback for the Dogras of Jammu province, as the revocation of the order has not altered even slightly the position as it existed before the said date.
One of the reasons that could make separatists feel happy is the shameful manner in which the Omar Abdullah-led coalition government dealt with the issue and acted. The state government acted in a fashion that did create an impression that it was the separatists who brought the Chief Minister and his government to their knees and forced the authorities to revoke the order, which otherwise had nothing to do with the age-old practice of issuing Dogra certificates to the young, committed and brave Dogras desirous of joining the Army. It’s perception that matters and the perception in Kashmir is that the biased and separatist Kashmiri Muslim leadership has scored a victory over the Dogras. In any case, the state government has lost its face, credibility and legitimacy and emboldened further the otherwise out-on-the-limb separatist Kashmiri leadership. Both the state government and the union government are the culprits, as both behaved meekly; both demonstrated that they were, and are, chicken-hearted and their whole thought process muddied.
However, the manner in which the state and union government behaved was not at all surprising. For, they have been behaving irresponsibly and dancing to the tunes of the Kashmiri separatists and communalists ever since 1947. What was surprising, irritating and even disgusting was the indifferent attitude of the so-called pro-Dogra organizations, social, literary and otherwise. Neither the Dogri Sanstha, the so-called promoter of the Dogri cause, nor the Dogri Department of the Jammu University as a whole nor the Dogra Sadar Sabha nor the so-called Dogri writers, poets and artists and nor the so-called Dogri leadership that has been opposing those who wish to construct a five star hotel in the Mubarak Mandi complex and want this Dogra heritage to be preserved and restored to its pristine glory utter a single word on the issue of Dogra certificate. Their indifferent attitude was all the more intriguing and disgusting considering the fact that they had become active in the past umpteen times if they felt that their intervention could help persuade the authorities to grant them some funds or consider them for some petty awards. It must remain a matter of shame for them.
As for the so-called Jammu-based political outfits are concerned, less said the better. They were rank opportunists in the past, they acted most irresponsibly as far as the otherwise uncalled for controversy over the Dogra certificate was concerned and there are potent reasons to believe that they would remain rank opportunists in the future as well. They only react to hoodwink the Dogras. That’s the reason the Dogras of Jammu have lost faith in them.
The moral of the story is that the Dogras of Jammu province just can’t depend upon the so-called pro-Dogra and pro-Dogri outfits. They have to depend upon themselves and fight for their own cause and the cause of the Dogri.
