| Govt.gives opportunity to separatists & PDP for claiming victory | | Revocation of Dogra certificate order -------------------------------------- | | Early Times Report

Jammu,April 30:-Besides the separatists even the PDP,which is considered as mainstream opposition party,have started claiming credit and victory for having forced the ruling coalition in Jammu and Kashmir to revoke the Dogra certificate issuance procedure. In this connection two questions seem to bother majority of people in the Jammu region.
"Is the revocation of the Dogra certificate a victory for the Kashmiri separatists and the valley centric PDP"?"Is rescinding of the Dogra certificate procedure a defeat for the Jammuites and the nationalist forces"?These are the two questions that bother those Jammuites who,over the years,have been berating the successive state Governments for adopting a policy of appeasement of the people of Kashmir.
While referring to the Government's order revoking the earlier Dogra certificate order the Hurriyat Conference (M) chairman, Mirwaiz Umar Farooq said the rescinding of the orders on Dogra Certificate exposes those who claim to work for the welfare of the people.“This (rescinding) is what we wanted. By issuing such orders, the state government wants to divide and sub-divide the state. All this is being done to project that there are very few takers for freedom in Kashmir,” he has stated.. “It is good that people and leadership showed concern over Dogra Certificate. But we have to be vigilant in future on the bills and laws discussed or passed in the assembly. Rescinding of the orders exposes mainstream political parties in Jammu and Kashmir which claim to represent people. In future people will have to keep an eye on all these laws and bills because it seems that the mainstream political parties are using Assembly as a platform to devise
strategies against the majority population in Jammu and Kashmir.”
The PDP president, Mehbooba Mufti, said rescinding of the Dogra Certificate order has “exposed the state government’s callous approach in dealing with different issues.”
“It is unfortunate to see the way the state government is taking so casually the issues which have the potential of vitiating the atmosphere in the state,” she has said..
These two statements indicate that the separatists and the PDP had treated the Dogra certificate order as an instrument for dividing people.But did it ever bother their mind when people in the entire Kashmir valley and in the Ladakh province were entitled to chest and height relaxation while applying for jobs in the Armed forces and the paramilitary forces while the same concession had not been there for the people of Jammu region ?And if the separatists and the PDP raised a hue and cry over the Dogra certificate issue where were they for the last several decades when those having Dogra certificates were entitled to chest and height relaxation ?
The PDP and the separatists need to realise that instead of claiming credit or victory they should appreciate the state Government that persuaded the union Home Ministry to give chest and height relaxation to people of all the three regions of Jammu and Kashmir.And if the Government revoked the Dogra certificate order it had to do it because it had become redundant after the Union Home Ministry's order.
If the separatists and the PDP try to claim credit for the Government order rescinding Dogra certificate order the state Government has given them the opportunity for claiming victory.Right from day one when the separatists raised a hue and cry over Dogra certificate issue none from the ruling coalition tried to counter their machinations.None from the ruling coalition succeeded in tracing the genesis of the Dogra certificate.When the separatists and the PDP deliberately created an impression among the people in Kashmir that Dogra certificate would mean opening of job avenues in all central Government departments none from the ruling coalition tried to remove such misconceptions.
Secondly,if the PDP and the separatists try to claim credit for the revocation of the old Dogra certificate order the state Government provided them the opportunity.When the union Home Ministry conveyed on April 22 to the state Government that it had decided that chest and height relaxation would be given to people in all the three regions why it took the state Government one week to revoke the earlier order ?A|nd during this week the separatists and the PDP built an atmosphere in the valley that had the potential of triggering violence and civilian strife.
The Union Home Ministry order extending chest and height relaxation to people in all the three regions of the state and the state Government's order revoking the order on Dogra certificate need not be treated as a victory for either the separatists or the PDP or defeat for the Jammuites.It should be treated as a victory for the people of the entire state.(eom)
