JKPSF condemns govt biased approach in conduction of Panchayat polls | | | EARLY TIMES REPORT Jammu, May 1: All Jammu and Kashmir Pahari Speaking Youth Forum (JKPSF) condemned the biased approach of the authorities engaged in the conduct of the Panchayat elections in the state. Addressing a meeting, forum leaders have said that they have been deprived to contest election by making reservation in favour of Scheduled Tribes for those wards which do not qualify for the reservation as per the constitution of Jammu and Kashmir. Citing the recent example of ward no 5 of Noli of Panchayat middle Dhargloon Balakote Mendhar, speakers said that it has been wrongly reserved for ST under Section 4 Sub-Section-3 of Panchayat Raj act as per rule for Sub Rule 1A (c) wherein it has been provided that Panch seats reserved for the ST and SC should be reserved as per the proportion of their population to the total population in respective areas. “Whereas ward no 5 consisting of 182 votes out of which ST votes are less than other voters as per the report submitted by BDO Balakote on the directions of DDC Poonch. There are 93 ST voters, as such ward no 5 could not be reserved”, Abrara Ahmed Khan, chairman of the forum has said. Khan said that the inhabitants of the ward no 5 had approached before the concerned authorities in the form deputations but they refused to listen their grievances which speak the degree of callous attitudes of the authorities towards the Pahari speaking people of the state. Forum has demanded early action from the concerned authority of the state so that all wards where election process is going on and are wrongly reserved depriving the people of their rights.
