Jammu Municipal Corporation running short of manpower
Mechanical Wing ill equipped, dearth of Mechanics, Drivers

The lack of coordination and cooperation among the Corporators as also the shortage of manpower is adversely affecting the working of the Jammu Municipal Corporation. A large number of posts are currently lying vacant in the organization at different levels making the Corporation deficit of its required staff to run its day- to- day working.
The knowledgable sources said that over the last many years, there has been no recruitment in the organization as a result of which a number of posts have remained unfilled, hampering the working of the Corporation
The sources said faced with the enormous task of providing civic amenities and taking up developmental works in Jammu city, the Corporation is planning to recruit some employees on contractual basis and hire labourers from Non-Governmental Organizations to meet its requirements to some extent.
When contacted the former Mayor Kavinder Gupta claimed that in the past many a times proposal were mooted for fresh recruitments to the Commissioner JMC, Vinod Sharma but due to lack of unanimity among the Corporators, no headway could be made as a result of which the development works that were on the agenda remained unaccomplished.
Meanwhile, Chairman Municipal Employees Federation and Safai Karamchari Union Paras Ram Poonchi stated that there are around 13 departments in JMC but ironically none of the department is fully manned and the then Committee during the past thirty years had not given a single thought to the ever increasing shortage of man power and same is the case with the Corporation which came into existence nearly two years back, due to which most of the posts have remained unmanned.
Instead of increasing the man power the number has shown a declining trend over the years. Against 1054 Safai Karamcharis in 1980 it has come down to 750 only while the jurisdiction of the Corporation has widened with the inclusion of some more areas under its control.
The Horticulture, which is one of the wings of the Corporation, is also facing acute shortage of manpower. The strength of the staff has been reduced to 24 against the sanctioned strength of 35 and likewise in the Disinfectant section, against 27 staff members only 13 are present on roll, Poonchi said adding that in order to deal with stray cattle, Corporation has only nine cattle catchers against the basic requirements of fifty workers.
Similar is the case with the Mechanical wing. It has neither the required staff nor the requisite machinery or a petrol pump and almost all its vehicles have outlived their service and are idle for want of replacement or repairs.
Several other corporators when contacted confirmed that as per Jammu Municipality Act there should be six Joint Commissioners but against this there are only three. They also stated that apart from engaging more workers, recruitments at the managerial level is imperative if the Corporation has to carry on its assigned role.
