Poor reponse to rehabilitation policy

Till now response from the youth who had crossed over to Pakistan occupied Kashmir to the Jammu and Kashmir Government's rehabilitation policy has been unexpectedly poor.If the latest statement of the DG police,Kuldeep Khoda,is to be relied upon not more than 700 applications from the parents of those youths,who wish to return to Kashmir,have been received by the Government.Khoda even claimed that some of these applications have been processed and decks were being cleared for enabling them to return to Jammu and Kashmir.Reports from across the LOC have revealed that after the contours of the Kashmir Government's rehabilitation policy became known in Pakistan and occupied Kashmir various agencies swung into action and prevailed upon scores of boys against returning to Jammu and Kashmir.They were told that the rehabilitation policy was a bait to angle militants who could be lodged in jails after they landed in the Indian administered Jammu and
Kashmir.This campaign was being deliebrately launched to discourage boys who wish to return to Kashmir after bidding farewell to the guns.They feel homesick and want to join their parents for leading a peaceful life.
Rough estimates reveal that there are about 4,000 to 6,000 boys from Jammu and Kashmir who had crossed into Pakistan and occupied Kashmir during the last 18 years for the purpose of receiving arms training in camps.Their mission was that,after receiving training in the handling of arms,they would sneak into Jammu and Kashmir and join those engaged in "freedom struggle."However,for one reason or the other they could not infiltrate into Jammu and Kashmir and thus got stuck in occupied Kashmir and Pakistan.Gradually many among them accepted petty jobs for survival and olhers opened small business ventures,especially tea shops and small provision stores.Yet others managed to travel to the Gulf states where they are engaged in gainful employment.Since most of these boys have failed to either participate in the freedom struggle or get engaged in lucrative jobs or business ventures they have become disheartened and are keen to return to their hearths in Jammu and Kashmir.But everybody is not sure whether they would be helped by the Government in Jammu and Kashmir in their suitable rehabilitation.
Reports said that a large number of these youths have married women in Pakistan and occupied Kashmir.Many among them have children.Once their request for permission to return to Kashmir was granted there was no gurantee that heir wives and children,who for all practical purposes are citizens of Pakistan and occupied Kashmir,will be allowed to visit Jammu and Kashmir and stay permanently.This is one of the reasons responsible for poor response to the state Government's rehabilitation policy.These reports said that New Delhi too has sided with the state Government as far as the implementation of the rehabilitation policy on militants was concerned.Without New Delhi's support the policy cannot be implemented because it is New Delhi that can take up with Islamabad the issue pertaining to the return of these Kashmiri boys to the valley.Islamabad is yet to make its decision on the issue known because it is a ticklish issue.If Islamabad does not
give permission the presence of a large number of Kashmiri youths in Pakistan and occupied Kashmir could pose a problem at a later stage.If it gives permission to them to return to Jammu and Kashmir it would lend credence to India's charge that Pakistan was providing moral,military and material support to militants in Jammu and Kashmir.Side by side neither New Delhi nor Srinagar can be cent per cent sure about the future role these boys will play af ter they are rehabilitated in Jammu and Kashmir.
