Jammu's Neglect

JAMMU, May 2: Bar Association Jammu (BAJ) is an organization of lawyers and advocates. Its basic duty is to watch the interests of those engaged in the legal profession. It can ignore the difficulties being faced by the people of Jammu province, as it a non-political group of professionals. It is basically the duty of the Jammu-based politicians to take up and fight for the genuine cause of the people, as they participate in electoral exercises and enter the assembly and the parliament. They hold solemn commitments that they would do this and they would do that in case they are given the mandate or they are returned to the assembly and the parliament. No one can blame the BAJ if it remains indifferent to the plight of the people.
But here is the BAJ that is not only seeking to defend and promote the cause of the legal fraternity that it represents but is also taking keen interest in the Jammu-specific issues and fighting for the cause of Jammu in its own way. As a matter of fact, it has been seeking to do and accomplish what the so-called Jammu-centric political formations have failed to do. The Jammu-based politicians are busy playing politics that only promotes their personal interests. Even the so-called Jammu-centric formations like the BJP, the JKNPP and the JSM have failed to come up to the expectations of the people.
The manner in which they conducted themselves on April 13 proved beyond any shadow of doubt that the people of Jammu province had committed a grave political blunder by voting in favour of the BJP, the JKNPP and the JSM candidates seeking election to the assembly in 2008. Remember, that while 7 BJP MLAs voted for the Congress, the NC and the PDP candidates seeking election to the legislative council, all the three JKNPP voted for the PDP candidates. As for the JSM MLA, he voted for the Congress candidate. In other words, they voted for the parties which are squarely responsible for the all round degeneration and neglect of Jammu province.
That the BAJ is equally committed to the cause of the people of Jammu province could be seen from the very comprehensive memoranda it submitted to the New Delhi-appointed interlocutors during their last visit to Jammu (April 23). The memoranda was so comprehensive that it contained details on each and every aspect concerning the nature of the socio-economic and political life of the people of Jammu province. It would not be an over-statement if one says that the BAJ's memoranda was nothing but a candid reflection on the miserable plight of the people of Jammu province and a blistering attack on the successive governments in the state and New Delhi.
So much so that the BAJ leadership took up the issue of discrimination in the judicial services. For example, the BAJ leadership drew the attention of the interlocutors to one of the glaring examples of discrimination with the people of Jammu province. It told the interlocutors that the J&K High court had only 9 judges, including the Chief Justice, and that only one out of nine judges belongs to Jammu province. It was obvious that the BAJ leadership urged the interlocutors to persuade the concerned authorities to establish parity between Kashmir and Jammu as far as the representation of Jammu province in the state High Court was concerned.
It needs to be noted that six out of the nine High Court judges belong to Kashmir (one displaced Kashmiri Hindu and five Kashmiri Muslims) and two, including the Chief Justice, to other parts of the country. In other words, the BAJ leadership told the interlocutors that the share of Kashmir in the High Court is 600 per cent more as compared to Jammu province.
All this shows that the BAJ is feeling deeply concerned over the manner the people of Jammu province are being treated by the state government as well as the Central Government. That's the reason the suffering people of Jammu province hold the BAJ leadership in high esteem. The situation has now, in fact, climaxed to the point that the people of Jammu province are seeking in the BAJ leadership their saviour. It is time for the Jammu-based politicians to imitate the BAJ leadership and work accordingly.
