GDC Bijbehara withhold payment to book suppliers | | | EARLY TIMES REPORT Srinagar, May 4 (KNS): Government Degree College Bijbehara authorities have stopped payments to two book suppliers who had supplied the books to the college last year ‘for no fault of theirs.’ Former Principal of GDC Bijbehara, Prof Zahoor Ahmad Chatt, in supply order number DCB/ESII/10/606 dated 15-02-2010 asked Kashmir Book Trust and Harvard Book Depot to supply books to the college. “Refer on spot selection of books during world book fair in New Delhi. You are hereby instructed to supply ther books as per list enclosed at the approved rate of discount and the supply must reach this college within a period of 20 days,” the supply order reads. Sameer Ahmad of Kashmir Book Trust told KNS that they supplied the books to the college within the specified time. “However, after we made the supplies the principal got transferred and the new principal refused to release our payments. We have supplied books for lakhs of rupees and the authorities have not even released a single penny since then,” he said. Sameer alleged that the new principal was delaying the release of payment on one pretext or the other. However, the principal Mehraj Ahmad said, “They have not got books recommended by the concerned head of departments. We have a circular from Higher Education Department not to release payments unless books are recommended by the HoDs.” But the book suppliers aren’t ready to buy Mehraj’s argument. “It isn’t our job, but the job of the college authorities. We were provided with a list of books which we have supplied. The new principal has some vested interest in releasing our payments,” Sameer alleged. The book suppliers have threatened to move the court in case their payments weren’t released immediately.
