JSM demands winding up of JKPSC | | | Early Times Report JAMMU, May 4: Prof Virender Gupta and H B Khajuria, respectively the president and Senior Vice President of Jammu State Morcha issued the joint statement on the functioning State Public Service Commission in the light of quashing of entire selection list of veterinary surgeons and on other irregularities committed by it.
JSM demands that present Jammu & Kashmir Public Service Commission be winded up and new members including the Chairman, Secretary Controller etc. with undoubtful integrity and honesty be appointed. It also demands that appointments made in the last 2 years be thoroughly probed and matter of investigation be entrusted to CBI, State Vigilance Commission or to a duly appointed Commission headed by a Judge of Supreme Court or High Court from outside the state. This has become essential keeping in views the ir-regularities committed by the JKPSC in the selections. The people of state have lost faith in this highest selection body. In the selection in State Judicial Service, State Administration Service, the candidates scoring high marks in the Entrance Tests were penalized by giving them lower marks in the interviews so that they are not selected where as the favourites having scored less marks were given highest marks to bring them in the selection list. There is a general belief among the public, which may or may not be true, that even the marks obtained in the written tests conducted by JKPSC are tampered with. It is a general talk among the public that selections are made by greasing the palms of the selectors, the amount for greasing goes even up 20-30 lakh. It may also be mentioned that in the matter of selections in State Judicial Service the marks scored in the entrance test and in the interviews were not made available on the JKPSC website. The stories regarding other selections conducted by JKPSC are also similar. It is also a matter of fact that candidates belonging to Jammu region, irrespective of their religion, cost or creed are discriminated against in the selections. Out of 18 candidates appointed in state judicial service in the open category only 05 belongs Jammu region, whereas 140 candidates from Jammu region and 70 candidates from Kashmir Valley have qualified the written examination. The lists of selected candidates recently issued by the State PSC for the posts of lecturers in various subjects again highlights this disparity with candidates belonging to Jammu region. In Urdu subject out of 62 candidates selected only 18 belonged to Jammu province whereas rest were from Kashmir; out of 71 candidates selected in political science subject 21 were from Jammu and 50 from Kashmir, out of total 11 positions in statistics subject 3 were given to Jammu and 8 to Valley, against 106 posts in zoology subject 41 candidates of Jammu were selected where as 65 of Kashmir; In English subject out of 79 posts Jammu bagged only 15 and Kashmir 64. Similarly out of 17 appointments of Dental Surgeons Jammu got 6 and Kashmir got 11. These are some of the illustrations. Almost in all the selections made by the State PSC Jammu region has always been less represented vis-a vis Kashmir. JSM, therefore also, demands that posts lying vacant in Jammu region be filled by the domicile of Jammu region and those of general pool be filled up by the candidates of both of Jammu and Kashmir regions in 50:50 ratio.
