Omar admits futility of probes
132 inquiries in 14 years

Jammu, May 4: The Chief Minister, Omar Abdullah made a candid confession on social networking website Twitter. He said: "We'll make a lot of noise & order inquiries & then forget about it till the next one goes down.” This is Omar’s latest tweet to his friends. While Omar tweeted with his friends his MoS Home promised zero tolerance on human rights in an interview with a local news agency.
The Home Minister and his MoS (Wani) must, however, know that the number of probes ordered since installation of democratic rule in 1996 have not helped the government achieve much publicized `zero tolerance’. In fact probes have been directly proportional to abuses. More probes, more violations.
Dr Farooq Abdullah returned to power in 1996 after six years of hibernation in England. During his tenure he ordered as many as 40 probes into human rights abuses but all in vain.
A total of 43 Judicial/Magisterial/ Administrative probes were ordered during Mufti Sayed’s 3-year rule. Action was taken in 4 cases. However, the action taken against the guilty surprised and shocked the people. The guilty officers were reinstated.
Twenty-eight probes were ordered by Ghulam Nabi Azad’s government. Action was taken in 2 cases. One was stayed by a court.
Similarly six probes were ordered by NN Vohra during his brief rule in 2008. Nothing came out.
The incumbent Chief Minister saw murder of a physically challenged youth outside his residence on the day he assumed office. A probe was ordered. Findings still waited. Probes were ordered in Shopian twin murder/rape case. The victims found themselves as accused in a case registered by the CBI.
The only case where probe was completed in a week and the culprits booked under relevant sections of the Ranbir Penal Code (RPC) is Zahid Farooq’s case. Zahid, a student got killed near Nishat on February 5.
Legal experts and human rights defenders believe the probes are ordered to quell public uproar. A human rights defender said: ‘‘whenever a rights violation takes place, the government quickly orders inquiry to quell public uproar. This way they not only deflect the pressure but also aim to put up a clean image before the people. However, probes never reach completion.”
The `cynicism’ is not totally unfounded. The security agencies have not given a damn to the probes ordered by the state government. There have been cases where the security agencies have questioned the powers of the state government to probe excesses. Will Omar take necessary measures?
