Is Udhampur incident part of a bigger mischief ? | | | The car bomb blast at Udhampur on Monday,in which one person was killed and ten others were wounded, signals a change in the strategy of militants. Police functionaries believe that instead of getting engaged in direct encounters with the security forces militants have devised a plan under which they would attack security pickets and convoys and other Government installations by blowing up high grade explosives through remote control device.This is exactly what happened on the highway at Udhampur not far away from the northern command headquarters.A milk vendor was killed and at least 10 persons wounded, while a senior Army officer escaped unhurt, when militants triggered a car bomb on Jammu-Srinagar Highway in Udhampur district on Monday.The incident took place in the high security Army area. The blast was triggered on the highway on which security was on a high alert in view of the annual Durbar Move.A senior Army officer was passing in his vehicle through the area when the explosion took place. He however escaped unhurt. Police was not certain about the target of the blast but said that inquiry has been initiated to ascertain the fact as how the RDX-laden car came so close to the Army command headquarters. The preliminary investigation revealed that the car (Maruti 800) was without any registration plate and its chassis and engine numbers have been tampered with.. Indications are that a stolen vehicle has been used to trigger the blast. Five persons have been rounded up for questioning. The incident had two purposes. One was to kill the senior Army officer who drove in the car when the high grade explosive was exploded. Though the officer escaped unhurt despite the window panes of his car having been smashed in the blast the militants had pressed the remote control the moment they saw the Army car nearing the car packed with RDX.Secondly,militants had plans of making it a big news by targeting passenger buses that were to leave Jammu for Srinagar in the early hours of the Monday morning. Militants, it seems, have been in know of the Durbar move under which several hundred buses and trucks move from Jammu to Srinagar each day carrying employees and office records. Reports do indicate that groups of militants, who have sneaked into Jammu and Kashmir from across the LOC in recent weeks have been told by their handlers to make use of high grade explosives besides grenades while targeting political leaders, security pickets and convoys. They have been told to adopt the hit and run strategy on the pattern terrorists have adopted in Pakistan..During the last over two years terrorists have succeeded in blowing up vital Government installations and killing scores of people in mosques and other crowded places by triggering car bomb blasts and grenade blasts. The Udhampur incident need not be treated as a isolated incident. It is not an insignificant development in the sense that a car packed with RDX was able to move on the highway and that too reach a spot quite close to the northern command headquarters. The security and intelligence agencies need to treat it as significant as the terrorist strike near Badami Bagh cantonment in Srinagar, Assembly complex in the state's summer capital and the daring armed attack at the Kaluchak Army camp in Jammu years ago. Triggering explosives loaded in cars is not something new in the 21-year long insurgency in Jammu and Kashmir. But such incidents had become quite rare during the last five to six years. Hence the Udhampur incident can have ramifications on the winds of peace and stability blowing in Jammu and Kashmir. Mercifully the scenic valley has been witnessing a heavy rush of tourists. The tourist arrivals are to increase in the coming days.Besides this the state is preparing for the 45-day long Amarnath Yatra which will see several lakh pilgrims visiting the mountain cave in eastern Kashmir. Is the Udhampur incident part of the bigger plan to wreck the tourist traffic and the pilgrim traffic to Kashmir? This calls for further up gradation of the security cover on the entire highway linking Jammu with Srinagar.Also,there was need for ensuring zero infiltration of militants from across the border which was key to peace in the state.
