Why did Omar constitute Rather Panel? | | | Early Times Report JAMMU, May 6: Around seven months ago, the Chief Minister constituted a panel headed by finance minister, Abdul Rahim Rather to consider Justice Sageer's recommendations. The Chief Minister was perhaps under a mistaken notion that New Delhi was serious about restoring autonomy to the state. Accordingly the panel was directed to submit its report within three months. The panel will complete seven months on May 13. No report has been submitted till date. A few questions arise. Why was the panel constituted at a time when New Delhi had appointed interlocutors? The interlocutors have submitted their recommendations and are expected to meet the Home Minister next week. This particular development has rendered the Rather panel infructious . If the panel submits it report now, will New Delhi prefer it to the recommendations of the interlocutors? The preliminary report of the interlocutors has already deflated National Conference's autonomy balloon. No mention of restoration of autonomy was made by them. Shockingly when the Omar led government was supposed to register protest with New Delhi for causing miscarriage of Sageer's recommendations and the Rather Panel, he is urging the separatists to meet the interlocutors. Has Omar forgotten autonomy as well? Justice Sageer headed one of the working groups formed by the Prime Minister in 2006. The group submitted its report early this year and National Conference considered it a victory. However, the National Conference could not celebrate the `victory' as the first phase of the on-going agitation commenced soon after. In January last year, National Conference patron and union minister for New and Renewable Energy, Dr Farooq Abdullah said the Prime Minster will restore autonomy to Jammu Kashmir after consulting the representatives of all the regions of the state. Addressing media persons at his Gupkar residence, Dr Farooq said New Delhi was seriously considering implementation of Justice Sageer recommendations. "The Chief Minister has taken up the matter with Prime Minister and hopefully the PM will soon consult the representatives of Jammu, Ladakh and Kashmir", he said. The former Chief Minister's words are clear. According to him, Omar Abdullah has taken up the matter with the Prime Minister who will consider the recommendations after consulting the people of the state. The people of the state have been consulted by New Delhi's interlocutors. On the basis of their interaction with the people of the state, they submitted a report to the Union Home Minister. What are the options left with the Chief Minister? If he is happy with the Interlocutors then the Panel needs to be disbanded. And, if the preliminary report of the Interlocutors is any indicator then Omar must urge Rather to come out with the report immediately.
