CM writes to PM, seeks return of 3 senior IAS officers
Chief Secretary's valiant bid to resurrect 'dream team'

JAMMU, May 6: In a valiant bid to resurrect his dream team, Chief Minister Omar Abdullah has written a letter to Prime Minister Dr. Manmohan Singh seeking return of three IAS officers of J&K cadre, who are presently on central deputation.
Sources said that the letter has been written at the insistence of Chief Secretary Madhav Lal, who is facing acute shortage of IAS officers. They added that Chief Minister has requested Prime Minister who also heads the Ministry Of Personnel, Public Grievances and Pensions to relieve three officers namely Rakesh Kumar Gupta, Arun Kumar Mehta and Pradeep Tripathi at the earliest from central deputation.
Keeping in view the shortage of officers that the state is facing presently, Omar has urged for reversion of these three officers. Of these three, only 1986 batch IAS officer Rakesh Kumar Gupta's tenure of central deputation came to end on February 15, 2011. However, J&K's plans of requisitioning his services have been summarily rejected by UPSC Chairman, under whom Rakesh is currently working as Additional Secretary.
Sources said that UPSC has turned down the request saying that Rakesh is also Controller of Examination for many prestigious examinations including the ones for IAS, Indian Forest Service (IFS) etc. and that his premature repatriation may hamper the smooth conduct of all these entrance tests. They added that it is now upto the Prime Minister to convince UPSC chairman to relieve Gupta, a Delhi born J&K cadre officer.
Chief Minister has also sought reversion of 1987 batch IAS officer Pradeep Tripathi who is presently Joint Secretary (Mitigation) in National Disaster Management Authority of India (NDMAI). However, Tripathi has pleaded education of his children to avoid premature repatriation. Tripathi has one more year before his extended term of seven years in the government of India finishes. His tenure was extended till July 5, 2012 vide Department of Personnel and Training's No. 6/29/2010-EO(SM.I) dated 21-9-2010.
Another officer AK Mehta (IAS 1988) after finishing his term in the Housing Ministry has moved on as Chief Vigilance Officer (CVO) Dedicated Freight Corridor Corporation of India Limited (DFCCIL). His tenure was upto September 4, 2011. However, vide notification no: 386/1/2010-AVD-III dated 1-2-2011; Mehta's tenure was extended till December 4, 2012. Sources said that Mehta is reluctant to return and wants to stay on till his tenure at the DFCCIL comes to an end.
Further, West Bengal born P.G.Dhar Chakraborty, whose term as Director of the National Disaster Management Institute ended on March 31, 2011 has bluntly refused to return to the state. Sources said that Chakraborty (IAS 1980) has just two years to retire and has outrightly told the state government that he would prefer to spend these two years as Additional Secretary in the union government.
They asserted that Chakraborty is likely to get another assignment in the government in the next week or so. It needs to be mentioned here that P.G. Dhar Chakraborty has preferred staying in New Delhi since the year 1998. He returned in the year 2003 and after serving as Commissioner/Secretary in the Ministry of Housing and Urban Development from May 1, 2003 to July, 2005; Chakraborty again went for central deputation vide Govt. Order No. 835- GAD of 2005 dated 18-07-2005.
Since, then he has managed to get his stay extended through one or the other order. Meanwhile, his batchmate and son-of-the-soil Ashok Kumar Angurana (IAS 1980) who after being posted as Resident Commissioner J&K House, New Delhi had gone on a long leave abroad suddenly rejoined the office on May 3, 2011 i.e. on Tuesday. Sources said that Angurana cut short his leave by 15 days for unknown reasons and resumed the office. They added that he has returned after a mail was sent to him urging him to rejoin the office at the earliest. Sources disclosed that Chief Secretary is unable to find a way out of this 'official quagmire' and has hence, requested Chief Minister to use his good office to get the officers in New Delhi back to J&K.
It needs to be mentioned here that of the 85 IAS officers, which includes good number of KAS officers who have been inducted into IAS, 21 officers are on central deputation. This includes Principal Secretary Planning Khurshid Ahmed Ganai who would be joining Union Ministry of Information and Broadcasting within next 10 days. Dr. Arun Kumar and Sonali Kumar are also among these officers who are in New Delhi on 'insignificant posts'.
From among the 64 officers who are serving in the state, 5 are retiring by the end of this year. Of these five, two namely Tashi Dorjee and Ghulam Rasool Ghani are retiring on May 15 and May 30 respectively. Ghulam Rasool Ghani will superannuate in June 2011, Mehbood Iqbal in November 2011 and Basharat Dhar in December 2011. Besides, 17 other officers would be retiring in the next two years.
If the civil list of J&K is taken into account, state would be left with 42 officers by the end of year 2013. Stung by this dismal scenario and state's aversion with certain IAS officers, J&K is likely to face extreme shortage of officers. Besides, Chief Secretary has also failed to usher in his dream team of officers due to reasons known better to the coterie surrounding top offices in the state.
