Dogras seething with anger, likely to sever ties with Kashmir | | | Neha Jammu, May 7: The relations between the Dogras of Jammu province, who constitute almost half of the state's population and occupy more than 88 per cent of the state's geographical area, and the Kashmiri Muslim leadership were never cordial. The Kashmiri leadership was responsible for the estrangement between it and the Dogras. Several factors contributed to this estrangement and consistently embittered the relations between the two. The factors were ideological, political and economic and it had become evident even at the time of the accession that the Dogras and the Kashmiri Muslim leadership would always clash or tread diametrically opposite paths. The Kashmiri Muslim leadership would always insist on a differential treatment to the state in general and Kashmir province in particular and demand a dispensation outside the Indian Constitution and the Dogras would oppose it tooth and nail and, on the contrary, would demand a system similar to the one that governs all other Indians. The attitude of the Dogras and the Kashmiri Muslim leadership towards India has not undergone any change whatever even after 63 years of the state's accession. Both are face to face with each other and both are threatening each other. The struggle between the two is purely ideological. The Dogras want growth of secularism and democracy. The Kashmiri leadership wants the rise of fanaticism and secession from India. The other factor that is responsible for the estrangement of the Dogras is the essentially Kashmir-centric and largely Kashmiri-dominated politico-administrative and constitutional set-up. The Kashmiri leadership and the people of Kashmir belonging to one particular religion have been playing the shots since October 1947 and exploiting the Dogras to the hilt to enrich the Kashmir's economy. It has created widespread resentment, disaffection and disappointment across the land of the Dogras, except within a limited circle comprising henchmen and stooges of Kashmiri leadership - stooges in the sense that they represent Kashmir and Kashmiri interests in the land of the Dogras. It is hardly necessary to catalogue here the political complaints of the Dogras, as everyone is fully aware of all the complaints. Besides, there are reports and reports which clinch the whole issue and acknowledge the Jammu's all round political neglect. The other two fundamental factors that have led to the estrangement of the Dogras and bitterness between them and the Kashmiri leadership are the Jammu's economic neglect and social neglect. It is the people from Kashmir (in this case people belonging to a particular religious sect) who dominate the state's economic and financial institutions, with the Dogras having little or no representation in these vital institutions. Similar is the story of the representation of the Dogras in social institutions or in the nation-making institutions, including technical and professional institutions and universities. The situation has climaxed to the point that the Dogras have been refused admission even in the Jammu-based technical and professional institutions. Their representation is just negligible in these institutions. Leave alone the Kashmir-based technical and professional institutions and universities, which became the sole preserve of the Kashmiri Muslims long ago. As if all this was not enough to create a wedge between the Dogras and Kashmir and Kashmiri leadership, the NC-Congress coalition government added more fuel to the fire by revoking the Dogra certificate order to appease and please the anti-Dogra forces in Kashmir. It is this biased decision that has made the Dogras finally realize that it would be a crime against man and god to keep any kind of truck with the Kashmiri leadership. It is not an exaggeration. It is a statement of fact. Anything can happen anytime from now and if it happens, the responsibility would be of the Kashmiri Muslim leadership and its Jammu-based self-seekers and New Delhi. |
